Noblis Transportation Systems Engineer in Washington, District Of Columbia

Responsibilities

Noblis is currently seeking a Systems Engineer for our Surface Transportation Program.

This is an opportunity for someone with a background and experience in systems engineering (SE) to support the FHWA’s Intelligent Transportation Systems (ITS) programs. Noblis provides technical and programmatic support to the ITS Joint Program Office by overseeing multiple contractors performing standards development, deployment, and maintenance. ITS communication / interface standards play a key role in the deployment of interoperable intelligent transportation systems.

As a member of this dynamic team you will participate in the following activities:

  • Systems engineering content development, to include concepts of operations, requirements, and system design elements

  • Analysis of SE documentation developed by Standards Development Organizations (SDOs), ITS Funded Deployment Programs

  • Plan and conduct Vehicle-to-Everything (V2X) interoperability testing across multiple deployment locations

  • SE analysis of user needs, requirements and design detail; performing traceability checks and thread assessments

  • Developing white papers and presentations on topics relevant to SE

  • Technical and programmatic oversight of program activities

  • Reviewing standards to determine their completeness

  • Evaluating standards deployment outreach tools

  • Reviewing project specifications and design documents to determine their conformance to ITS standards

  • Developing statements of work and Government cost estimates

Required Qualifications

  • BS in a related technical area (Systems Engineering, Software Engineering, Computer Science, Electrical Engineering, or Information Systems, etc.)

  • 5+ years of experience with developing concept of operations, system requirements specifications, or business processes. Degree can be used to replace years of experience (e.g., 3+ years and MS).

  • Strong analytical ability required

  • Experience in developing products and systems (hardware, software, or both)

  • Excellent oral and written communication skills required

  • Strong professional, interpersonal, and organizational skills

  • Experience with transportation systems desirable

  • Certification such as ASEP or CSEP would be a plus

  • Occasional domestic travel (less than 10% a year)

  • Must be a green card holder or US citizen

  • Writes a variety of technical documents and prepares and presents briefings

  • Develops skills in peer reviewing publications

  • Recognized as a technical expert in SE

  • Works independently to determine approach to and technical objectives of work assignments

  • Ensures client objectives for quality, schedule, and budget are met or exceeded through direct and creative approaches

  • Interacts with senior client representatives on significant technical and project matters

  • Identifies and develops solutions to program problems

  • Uses a variety of professional concepts and methodologies

An understanding of, and familiarity with, the following is a plus:

  • Information/communications system design and development

  • Standards development process and the use of standards

  • Wireless networks for surface transportation communication

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $90,300.00 - USD $141,075.00 /Yr.
