SummaryManages the development and implementation of Community Reinvestment Act (CRA) policy, including analysis and development of alternative regulatory policy approaches, development of guidance for System consumer compliance examiners, and increased effectiveness and efficiencies of the Division's programs and policies, including those relating to Reserve Bank oversight and System staff development. Works under the general supervision of the Deputy Associate Director, exercising leadership and initiative in managing the personnel and policy implementation for the assigned section(s) in the Consumer Protection and Supervision branch.
Duties and Responsibilities- Supervises the implementation and administration of the Board’s:
• Policy development related to the CRA, including analysis and development of alternative regulatory policy approaches;
• Development of guidance for System consumer compliance examiners;
• Research and analysis on the effectiveness of CRA as well as on alternative policy approaches; and
• System staff development, including oversight of curriculum development - Supervises the implementation and administration of the Board’s:
• Partnership with sections across the Division that support CRA, including related to community development, research, fair lending, supervision policy, regulatory policy, and analysis that supports the consumer compliance supervision programs;
• Coordination and engagement with staff at other banking regulatory agencies to ensure consistency of CRA policy and implementation across banking agencies; and
• Outreach program, including arranging for Division participation in conferences and other outreach efforts related to consumer protection and the Community Reinvestment Act. - Initiates and oversees research regarding the most complex and sensitive issues related to the substance and management of assigned section(s), with particular attention to needed changes and improvements.
- Directs staff in efforts designed to ensure effectiveness and consistency of the Board’s CRA program, which includes the development, revision and maintenance of System training, policies and procedures, manuals, data systems, monitoring programs, and interagency efforts related to the program.
- Conducts staff performance evaluations and develops and implements the training development plans for staff. Develops section objectives, makes hiring and budget recommendations, and establishes priority of work.
- Participates in interagency efforts designed to promote or achieve uniform and effective regulatory or public policy approaches regarding consumer protection in general, and CRA examination procedures in particular. Represents the Board and acts as liaison with task force workgroups, outside organizations, federal and state agencies, and private sector organizations involved in consumer issues. Communicates with and makes presentations to Board members and officials; Reserve Bank senior management, managers and professional staff; the Consumer Advisory Council; and others about CRA policy and data analyses.
- May prepare memoranda, articles, speeches, Congressional testimony, and responses to consumer complaints and congressional inquiries on the most complex issues.
The successful candidate will manage the division’s Community Reinvestment Act (CRA) team responsible for developing thoughtful CRA policy proposals for Board senior leadership and policy makers – utilizing ideas that are informed by research/data and consultation with internal and external stakeholders. The successful candidate will also be responsible for overseeing the Federal Reserve’s CRA supervisory program and coordinating with other Federal Reserve functions.
Qualified candidates must have:
- Bachelor’s degree and at least nine years of experience in the consumer compliance or bank regulatory area or equivalent work experience and training or Master's degree and at least seven years of experience in the consumer compliance or bank regulatory area or equivalent work experience and training.
- CRA and community reinvestment experience, including an understanding of the effectiveness of the current CRA regulations and guidance and opportunities for improvements in the existing approach.
- At least three years of proven experience in managing people and/or projects. The candidate should have experience managing teams of senior staff and developing team and individual work plans and priorities.
- The candidate should be an innovative thinker and have strong written and verbal presentation skills. A writing sample may be requested.
- Strong ability to work in a fast-paced and dynamic environment.
The Division of Consumer and Community Affairs (DCCA) has resumed an in-office presence. Our flexible hybrid work environment requires employees to be physically present in the office a minimum of 4 days per month. This includes a monthly connection day (on a Wednesday). On occasion, DCCA employees may be expected to be physically present in the office more than 4 days per month, as required by business needs, but can work remotely the remaining days.
