Justice, Bureau of Prisons/Federal Prison System Human Resources Specialist (Workforce Planning Specialist) in Washington, District Of Columbia

Responsibilities This position is located in the Human Resource Management Division, Personnel and Staff Development Branch of the Federal Bureau of Prisons, Washington, D.C. Assists the Workforce Planning Administrator (WPA) with developing policy and advising staff in areas of human capital management. Assist with the Bureau of Prisons’ Senior Executive Service (SES) by maintaining records of personnel actions; ensuring vacant positions are advertised; composing written justifications for selections, performance awards, and new positions; and advising SES employees regarding personnel actions and government’s policies affecting them. Provides expert guidance on the development of SES performance work plans to ensure the plans are results oriented, measurable, and appropriately linked to the agency and bureau goals. Assists the WPA by collecting and assembling position requests from Chief Executive Officers (CEO’s) throughout the organization; assisting in ensuring justifications for position requests are adequate; assists with obtaining input from the Administration Division regarding request to the Resource Allocation Committee; assists with consolidating historical data concerning position allocations for particular institutions and regions; assists with developing agenda for Resource Allocation Committee meetings; assists with maintaining records of deliberations and decisions made by the Resource Allocation Committee. Additional information about CTAP eligibility is at: Click Here Qualifications To be considered for the position, you must meet the following qualification requirements: Education: GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience for this grade level. OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Experience determining and counseling employees regarding retirement coverage, creditable service, and military deposits. Experience counseling employees on retirement concerns, as well as health insurance, life insurance, TSP, and other benefits. Experience counseling employees regarding the effects of court orders on benefits such as retirement and survivor annuity. GS-12 Experience interpreting and ensuring compliance with federal laws, OPM regulations, DOJ and BOP policies as they apply to human resources. Experience applying human resource practices, policy, and principles to include staffing, benefits, position classification, payroll, labor-management relations, personnel security, affirmative employment and employee development as it relates to SES employees. Experience collecting and analyzing data and researching human resource trends to propose policies and to recommend methods for implementing human capital strategies. OR Combination of Education and Experience: GS-11: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. Additional Information This position IS NOT included in the bargaining unit. The representative rate for this position is $109,119 per annum ($52.29 per hour). Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
