Koniag Emerging Technologies LLC is seeking a Budget Analyst Level I to support the analysis and management of funds for the Bureau. This entry-level position requires either a bachelor’s degree from an accredited institution with zero to two years of experience at the equivalent GS-9 level or an Associate's degree from an accredited institution with a minimum of four years of experience at the equivalent GS-9 level.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Budget Analyst Level I will be responsible for the following tasks:
Determine the status of funds for the Bureau.
Determine if funds can be deobligated and/or reclassified/reprogrammed. Determine the type, country, purpose, and status of obligations, points of contact, and supporting documentation. Identify obligations available for either deobligation or reclassification/reprogramming.
Run Data Warehouse reports for specific accounting data and fiscal years; create spreadsheets or databases for future reference and formulated use (VLOOKUP formulas cross-walking future reports to past reports). Identify the benefiting country or program.
Determine the original funding, including analyzing and tracking approved apportionments, researching electronic or paper files, and coordinating with other Department offices to acquire necessary information. Create a spreadsheet presentation, which provides beginning funding, amounts that have been obligated, expended, deobligated, reclassified, reprogrammed, transferred, and remaining balances.
Respond timely to requests for information regarding the reconciliation of agreements, amendments, and reprogramming of funds, and track all pertinent information relating to these activities in established Department-wide financial systems and Excel spreadsheet logs.
Provide financial guidance to program officers and project managers, as well as to staff in program countries, as appropriate.
Provide advice and assistance to other staff members and senior managers on financial management and processing problems or issues.
Develop and/or recommend the modification of methods and techniques to resolve accounting or auditing problems and explain such changes to all staff members and overseas posts when appropriate, to ensure their awareness of and familiarity with such procedures.

Requirements:
Education:
- A Bachelor's degree from an accredited institution and a minimum of zero to two years of experience at the equivalent GS-9 level; or an associate's degree from an accredited institution and a minimum of four years of experience at the equivalent GS-9 level.
Work Experience, Knowledge, Skills & Abilities:
Proficient in Microsoft Office Suite.
Strong multi-tasking and organizational skills.
For a position in the U.S., must be a U.S. Citizen or legal U.S. resident; for a position outside the U.S., any citizenship (U.S., Third Country National (TCN), and Local National (LN)) is allowable.
The Budget Analyst Level I plays a crucial role in supporting the analysis and management of funds for the Bureau, including determining fund status, identifying opportunities for de-obligation and reclassification/reprogramming, running reports and creating spreadsheets, and providing financial guidance to program staff. This entry-level position provides an opportunity to gain valuable experience in budget analysis and financial management while contributing to the successful operations of Koniag Emerging Technologies LLC.
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
