Description

The San Mateo County Emergency Medical Services Agency is seeking highly motivated individuals with outstanding public health and medical emergency preparedness knowledge and experience for the position of Medical and Health Operational Area Coordination Supervisor to, under direction, supervise professional, technical and support staff in the delivery of program services to clients and the community; direct, organize, manage, evaluate, audit, and provide accountability for one or more community service programs; develop and implement program goals and ensure compliance with contract and funding source requirements; act as liaison with funding sources and County service providers; ensure that program regulations and procedures are followed; and perform related work as required.

There is currently one regular vacancy in the Emergency Medical Services (EMS) Agency – Health Emergency Preparedness (HEP) Division located in South San Francisco, CA, but will travel/drive throughout the County and region to perform duties of the job. The position requires the ability to respond in person to emergency situations on short notice, including occasional work on nights and weekends based upon operational need. Participation in an on-call rotation may be required.

Primary duties may include, but are not limited to, the following:

  • Plan, implement, evaluate and coordinate the activities of the Medical Health Operational Area Coordination (MHOAC) program in the pre-emergency, emergency, and post-emergency phases.

  • Assess medical and health emergency and disaster preparedness and response capabilities; develop and implement strategies to build and maintain capacity to meet community needs.

  • Regularly interact with, build and maintain collaborative and productive working relationships with a variety of internal and external stakeholders and partners, including executive leadership.

  • Professionally represent the program at local, regional, and state meetings, committees, and/or workgroups.

  • Gather pertinent data and information and facilitate the development, implementation, operationalization, maintenance, review, and updating of plans, procedures and situational awareness tools.

  • Devise effective response strategies based on objectives and available resources; and capture protocols and activities in comprehensive and concise documents.

  • Serve as a subject matter expert, liaison and spokesperson for the assigned program(s); timely develop and share pertinent information during routine and emergency operations.

  • Ensure the direction and activities of the program are in accordance with local, state, and federal response guidance, rules, regulations, and requirements.

  • Manage associated budgets including relevant grants.

  • Drive to sites of emergency situations.

  • Be available to work extended hours during emergencies and to attend a variety of meetings and training programs after hours due to the nature of this position.

  • Support the needs of the Health Emergency Preparedness Team and MHOAC Program with other relevant duties as assigned.

    Ideal candidate will possess:

  • Ability to establish and maintain collaborative and effective professional working relationships with partners and stakeholders.

  • Strong working knowledge of the California public health and medical emergency operations system structure.

  • Demonstrated prior real-world event experience coordinating and overseeing public health and medical emergency preparedness and response within a Medical Health Operational Area Coordination (MHOAC) and/or Multi-Agency Coordination (MAC) construct.

  • Demonstrated ability performing field work at emergency situation sites.

  • Outstanding project and/or program management skills.

  • Strong verbal communication skills.

  • Excellent technical and business writing skills.

  • Ability to prepare and maintain written and data reports, plans and presentations.

  • Ability to apply, analyze, and interpret written material, quantitative, and geographic data to draw conclusions and make recommendations based on that data to inform planning, response, situational awareness, and recovery.

    Additionally, the following are highly desired:

  • Completed courses: FEMA IS 100, 200, 700, 800; FEMA ICS 300 and 400; HSEEP: California Medical Health Operations Center Support Activities (MHOCSA): California Ambulance Strike Team Leader / Medical Task Force (AST/MTF)

  • Master’s degree in emergency management, business administration, public administration, public health, communications, criminal justice, or a related field and three (3) years of experience planning and coordinating public health and medical emergency preparedness and response programs and activities; OR any combination of certifications and experience that totals a minimum of six (6) years of progressively responsible positions in public health and medical emergency management.

  • Prior experience providing direct staff support to a Medical Health Operational Coordinator (MHOAC) and / or County Health Officer within California.

  • Proficient in Microsoft Office Suite.

  • Clinical background, preferably as an Emergency Medical Technician or Paramedic.

Qualifications

Security Clearance: This position requires that the applicant obtain and maintain a security clearance. The successful candidate will be required to submit to a background checks.

Other : All government employees are Disaster Service Workers as described in Section 3100 and 3109 of the CA Government Code. Emergency management duties during declared and undeclared emergencies will be assigned on a 24/7/365 basis.

  • Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.

  • Supervise the development and evaluation of proposals and negotiation of contracts and agreements.

  • Develop, monitor and analyze program performance goals.

  • Analyze, interpret and apply various regulations and requirements.

  • Communicate effectively in writing and orally and make public presentations.

  • Prepare clear, concise reports, correspondence and recommendations.

  • Analyze information and situations and use sound independent judgement to make decisions and determine appropriate courses of action.

  • Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.

    Education and Experience :

    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Education: Bachelor’s degree from an accredited college or university in public administration, health care administration, a social science or a field related to the program area to which assigned.

  • Experience: Six years of increasingly responsible or supervisory work in the delivery of community, health or social services which has included responsibility for programmatic development such as planning, evaluating, monitoring or coordinating projects, and supervising or leading support staff.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
