Salary Range: $95,000 - $185,000

OTA is seeking a highly skilled Cyber Security Subject Matter Expert (SME) to join our team in

support of cybersecurity competitions and training services. The ideal candidate will have

extensive experience in information security operations, risk management, and threat analysis,

and will be responsible for developing cybersecurity challenges, maintaining competition

platforms/applications, and supporting competition operations.

This position is contingent upon contract award.

Key Responsibilities

  • Challenge Development: Plan, develop, test, and implement cybersecurity challenges.

  • System Administration: Perform system administration tasks to ensure the reliability, availability, security, and performance of the competition environment.

  • Security Management: Maintain the security of the platform, conduct vulnerability assessments, and ensure compliance with federal security standards, ensuring compliance with DHS Authority to Operate (ATO) processes as required.

  • Technical Support: Provide technical support and troubleshooting assistance throughout the program lifecycle.

  • Compliance: Ensure that all solutions and services meet relevant policies, standards, and procedures, including the Homeland Security (HLS) Enterprise Architecture (EA) requirements. Ensure compliance with all DHS Cyber-Supply Chain Risk Management (C-SCRM) and Section 508 Requirements.

  • Collaboration: Work closely with cybersecurity professionals, engineering teams, competition organizers, and stakeholders to understand program requirements and deliver compliant solutions that meet these needs.

  • Documentation: Create and maintain comprehensive documentation of challenges, solutions, infrastructure, and operational procedures.

  • Continuous Monitoring: Implement and oversee continuous monitoring processes to identify, assess, and mitigate risk across all systems and applications, ensuring ongoing compliance and security posture.

  • Event Execution and Training : Assist in facilitation and execution of in-person and remote events including competition and training workshops.

Qualifications

  • Education: Degree in Cybersecurity, Computer Science, Information Technology, or a related field. Equivalent experience will be considered.

  • Experience:

  • Minimum of 10 years of experience in IT infrastructure development, system administration, or a related field with a focus on cybersecurity.

  • Minimum 3 years experience directly engaged in security operations, information assurance, forensic analysis, penetration testing, threat intelligence, or similar.

  • Must be familiar with Agile development methodologies and have working knowledge with object-oriented programming languages and web development frameworks.

  • Experience deploying and managing cloud services and applications.

  • Certifications: Relevant cybersecurity certifications such as CISSP, CEH, GIAC (various), or equivalent are highly preferred.

  • Skills:

  • Strong knowledge of IT infrastructure, including servers, networking, virtualization, and cloud technologies.

  • Experience with defensive security measures

  • Understanding of current and evolving threat actor Tactics, Techniques & Procedures (TTPs)

  • Proven ability to troubleshoot and resolve technical issues promptly.

  • Excellent written and verbal communication skills.

  • Ability to work effectively in a fast-paced, dynamic environment.

  • Compliance Expertise: Demonstrated understanding of relevant compliance frameworks and Authority to Operate processes.
