GENERAL DESCRIPTION:

The Wyoming Department of Corrections is accepting applications for a Compliance and Audits Program Manager. for the Cheyenne Central Office This individual will direct and manage the agency's compliance program that encompasses oversight of and participation in a collection of duties of the Division frequently utilizing staff who may or may not report to the incumbent. The incumbent will be supervised by the WDOC Support Division Administrator and may act as Administrator in his absence.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Compliance Program Oversight: Policy and regulatory compliance sampling, reporting, and follow-up of all departmental functions. The development, updating, and maintenance of departmental operational audit tools. Chairing, assembling, and providing direction and guidance to annual audit teams, scheduling reviews, chairing the audits, and documenting outcomes in published reports, documenting all departmental functions. Schedule follow-up reviews as necessary. Interpretation of statutes and their applicability/impacts to the Department. Understand and interpret other regulatory impacts to operations and develop risk mitigation recommendations. Will direct the work of contract managers and will supervise other staff.

  • Provide input to Adult Community Correction (ACC) contract managers overseeing approximately $50 million in state service contracts to monitor deliverables required in state contracts. Oversee the creation/revision of ACC contract deliverable measurement tools. Establish, ensure the maintenance of, and monitor the system of documenting contract performance to include all contract-related actions and correspondence.

  • Monitor budgets for major Adult Community Corrections contracts, oversee the contracts' revision, and ensure available funding supports revisions/services. Periodically visit all contract sites ensuring the establishment of a state monitoring and oversight presence.

  • Develop partnerships with state and local programs to assure effective use of services.

  • Monitor program accountability and compliance through site checks, audits, and regular contact with DOC facilities and field staff.

  • Monitor and evaluate compliance with established standards and the accreditation process.

  • Administer grants or contracts and associated budgets, and reports, and monitor the progress of grants or contracts.

  • Develops budgets based on program goals and objectives.

  • Serve as Duty Officers for on-call incidents after hours.

Qualifications

PREFERENCES:

Preference will be given to candidates with Correctional experience at the working level of a Correctional Unit Supervisor.

Preference will be given to candidates with experience with Compliance and Audit in a Correctional setting.

KNOWLEDGE:

  • Knowledge of budget preparation, projections, and record keeping.

  • Working knowledge of Correctional Operations, Security, Programming, Field Services, and Support Services; and thorough knowledge at the administration level of operating and managing correctional operations.

  • Knowledge of National Correctional Best Practice Standards, State Standards (policy and procedures), facility procedures, and some correctional case law.

  • Knowledge of State Personnel Rules.

  • Knowledge of Wyoming Online Financial System (WOLFS).

  • Knowledge of workflow patterns.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Criminal Justice)

Experience:

1-3 years of progressive work experience (typically in Correctional Programs) with acquired knowledge at the level of a Correctional Unit Supervisor

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Correctional Programs) with acquired knowledge at the level of a Correctional Unit Supervisor
