WHAT WE OFFER

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • A general salary increase of 3.5% effective December 22, 2024.

  • Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a graduate degree.

THE DEPARTMENT

The mission of the Ventura County Fire Department is to anticipate and respond to the dynamic public safety needs of a diverse community of about 840,000 people. This includes not only fire prevention, but also education, response, and communication. Our wide-ranging response area covers 848 square miles and includes all unincorporated areas along with seven cities.

THE POSITION

Under general direction, the Emergency Services Data Analyst supports the mission of the Fire Department through the collection, analysis, presentation, and application of data. This analyst works with Fire Department personnel, vendors, city staff, and other agencies to provide a variety of routine and complex analytical, administrative, and technical work in the analysis of Fire Department programs, services, systems, and performance.

The successful candidate will have a working knowledge of database management systems and be skilled in data manipulation, extraction, and analysis to produce complex reports and be able to perform advanced troubleshooting, escalating to vendors when appropriate and have the ability to provide recommendations for purchase of new equipment and vendor liaison. This position requires the demonstrated abilities to establish and maintain effective working relationships with various stakeholders and organize and prioritize work efficiently.

The ideal candidate will possess intermediate knowledge and experience in the administration of the National Fire Incident Reporting System (NFIRS) products and Computer-Aided Dispatch (CAD) systems and be a detail-oriented professional with excellent organizational, time management, interpersonal and communication skills; a team player; and motivated to work in a collaborative environment.

PAYROLL TITLE AND APPROXIMATE SALARY:

Office Systems Coordinator II: $30.62–$43.07 Hourly

Office Systems Coordinator III: $2,866.40 - $4,020.39 Biweekly

Office Systems Coordinator II/III are represented by the Service Employees’ International Union (SEIU).

The Office Systems Coordinator II is eligible for overtime compensation, and the Office Systems Coordinator III is not eligible for overtime compensation.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Ensures compliance with industry standards when submitting monthly data reports by performing daily quality control audits and assisting field officers when necessary.

  • Writes and applies database queries, performs data manipulation and extraction, audits and verifies reports, maintains system documentation, and supports client-side applications.

  • Provides technical assistance for user interface of current information system platforms and legacy systems.

  • Provides complex data systems analysis, including cleansing data and scrutinizing computer-generated reports and outputs to ensure accuracy and relevance and to identify patterns, relationships, and trends.

  • Analyzes data systems performance and reliability issues and implements preventive measures.

  • Responsible for vendor liaison, technical evaluation of products, and coordination of product procurement with applicable departments.

  • Troubleshoots ongoing issues associated with data management systems and corrects them or coordinates resolution internally and with vendors.

  • Monitors and maintains interfaces with multiple data information platforms.

  • Develops systems procedures, including user manuals and instructions, for department users and maintains system documentation.

  • May train other employees on project-related data procedures and guidelines.

  • Handles open records requests and writes queries to retrieve data, adhering to strict deadlines.

  • Stays apprised of current and upcoming data reporting requirements and modules and works with vendors to recommend and facilitate enhancements to client-side applications, applying operating system updates and configuration changes.

  • May assist management in establishing priorities and planning the implementation of data projects and reports.

  • May supervise large data projects requiring multi-level participation across departments and agencies.

  • Perform other related duties as assigned.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE:

Considerable (II) to extensive (III) experience in large database platforms, which has led to the acquisition of the required knowledge, skills and abilities which may be obtained by completion of pertinent office systems training or coursework AND

  • OSC II - three (3) years or more of recent full-time paid experience in data manipulation, extraction, and analysis and/or management of databases, applications, and operating systems

  • OSC III - four (4) or more years of recent full-time paid experience in data manipulation, extraction, and analysis and/or management of databases, applications, and operating systems

NECESSARY SPECIAL REQUIREMENTS

  • Advanced proficiency in Excel;

  • Experience using enterprise report management tools;

  • Experience drafting analytical reports and clearly communicating findings to stakeholders;

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire;

  • Possession of or ability to obtain a valid California driver’s license.

DESIRED

  • Experience using MS Office including PowerPoint, OneDrive, Outlook, and Teams.

  • Experience working within a Fire Department environment.

  • Experience with National Fire Incident Reporting System (NFIRS), Patient Care Report (PCR) Systems, Computer-Aided Dispatch (CAD) systems, Enterprise Control Management (ECM) systems, SQL Server Reporting Services (SSRS), Geographic Information Systems (GIS), Records Management Systems (RMS), and other Fire Department applications and staffing software.

Thorough knowledge of: modern office procedures and automated equipment; best practices in data quality; relational databases and Microsoft operating systems, including MS Office; enterprise database systems and their use in data analysis.

Working ability to: compile, structure, examine, and present substantial datasets with precision and thoroughness; perform abstract reasoning; perform minor systems maintenance/repairs; develop independence in the responsible performance of assigned duties; develop and maintain effective working relations with others; understand and work with personal business computers in the office environment; perform standard analysis and programming tasks for the purpose of data manipulation and extraction and report verification and presentation; develop and support the concept of maintaining system documentation and supporting client-side applications; perform complex analysis and design for integrated systems in the office environment; and provide lead supervision to others.

The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. Written documents produced by candidates may also be discussed with the panel in the oral examination. NOTE: The oral examination/practical may be consolidated into one process or expanded into two separate exam components contingent upon the size and quality of the candidate pool.

If there are three (3) or fewer qualified applicants, a T&E or an Oral Examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

If appointed at the lower level, incumbents may be appointed to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
