Northrop Grumman Defense Systems (NGDS) is seeking a Manager Program Planning 3 to join our diverse team of professionals located in Mclean, VA or Full Time Telework. This individual will be responsible for leading deployed program planning and scheduling teams, interacting with program and business teams across the Defense Systems sector by providing guidance and support for establishing or adhering to Earned Value Management and Program Planning processes, providing audit support (internal and external), implementing training, standardizing tools, and providing other support as needed.
Roles and Responsibilities include, but are not limited to, the following
Team Leadership & Management
Provide leadership, guidance, mentorship, and direction to scheduling team
Mentor and develop employees to enhance their skills and leadership capabilities
Foster a collaborative and productive team environment
Evaluate and implement goals and objectives for scheduling team
Provide support, guidance, and troubleshooting to satisfy programmatic requirements
Function as a change agent, creating an environment of trust, compliance, continuous improvement, and learning
Compliance & Quality Assurance
Ensure scheduling practices comply with industry standards and internal/external regulations
Maintain high quality standards to meet company and customer expectations
Support/coordination of internal and external surveillance audits
Ensure full compliance with corporate and sector scheduling processes and procedures, with particular focus on implementation of the NGDS Earned Value Management System
Provide support and guidance to program staff in support of program startup reviews, integrated baseline reviews, and audits (internal or external)
Implement and deploy internal surveillance of Earned Value principles and techniques in accordance with corporate and sector guidance
Provide support to bids, bid reviews, integrated baseline reviews, and internal projects
Process Optimization & Stakeholder Engagement
Develop and implement long-term scheduling strategies that align with company objectives
Apply overall business management experience, program planning, master scheduling, Earned Value Management, metric generation and tracking, and risk management into optimum and automated processes
Monitor and manage resource allocation to meet current and future needs
Coordinate with program management and business management teams to develop process solutions that benefit the organization in an integrated fashion
Project management including managing multiple priorities against ambitious timelines
Advise business managers in integrating schedules with Earned Value Management
Attend site business management meetings as needed to define schedule needs and work with sector scheduling management on resource allocation needs
Provide coaching and support to programs utilizing cost and schedule management systems to execute programs with internal or external Earned Value Management requirements
Support digital transformation activities within the sector including development support and migration activities, as needed
Work toward common processes, tools, and reporting of Scheduling and Earned Value metrics in support of Corporate guidance and sector needs
Basic Qualifications:
Bachelor’s degree with 12 years of related experience - OR - a Master's degree with 10 years of related experience. In lieu of a degree 16 years of experience accepted
Strong knowledge of contractual content and government requirements for Earned Value Management reporting
Demonstrates deep program planning knowledge with extensive experience supporting internal and external program reporting requirements
Demonstrates strong knowledge of Earned Value Management principles and Northrop Grumman EVM processes and procedures
Proficient in Microsoft Project, Deltek Open Plan Professional, or other enterprise scheduling tools
Strong PC skills and proficient knowledge with Microsoft Office Suite, including MS Excel
Prior Managerial Experience Required
Demonstrated ability to partner with non-business program leadership to achieve objectives
Demonstrated ability to work in a team environment with technical subject matter experts and business operations personnel
Ability to obtain a DoD Secret level security clearance. US Citizenship is a prerequisite
Preferred Qualifications:
Active DoD security clearance. US Citizenship is a prerequisite
Experience with Risk & Opportunity Management and its application to Scheduling, EAC, and EVMS
Experience leading and training program planning
Experience applying integrated cost/schedule and critical path methodologies within an Earned Value (EVMS) environment
Experience with Defense Contract Management Agency (DCMA) audits / reviews
Familiarity with the NDIA's Planning and Scheduling Excellence Guide
Experience in Aerospace and/or Defense programs and direct experience with Integrated Program Management Report (IPMR) and Integrated Program Management and Data Analysis Report (IPMDAR)
Experience with Material and Subcontractor management for EVMS applications
Direct Experience with managing Northrop Grumman teams executing earned value management programs
Experience working with PowerBI or other Data Visualization tools
Salary Range: $154,600 - $255,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
