We have an exciting opportunity for a Principal Specialist, Contracts in the Air & Space Defense Systems (ASDS) strategic business unit. ASDS focuses on key pursuits as well as development and production efforts that are critical to the future growth of Raytheon. This role will be responsible for the leadership, management, and administration of a diverse range of contracts and proposals within the Air Dominance portfolio.

This position is well suited for a highly motivated, well-organized Contracts professional who embraces, thrives, and enjoys working in a fast-paced, collaborative team environment. Additionally, this role support a mix of proposals and contracts with our Air Force customer. In addition to traditional Federal Acquisition Regulation (FAR) based contracts, there are also some Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) contract activities.

What You Will Do:

  • Provide contracts knowledge and support in creative contracting solutions which will result in achieving program and business goals

  • Provide Request for Proposal (RFP) assessment, proposal generation, contract negotiation, contract administration, and ensure that ASDS business agreements comply with company policies

  • Support program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contracts related matters affecting the Air Dominance area

  • Develop relationships with customers’ Prime Contracting Officers (PCOs)

  • Advise stakeholders of contractual rights and obligations; mitigating contractual and program risks

  • Compile and analyze data and maintain historical records

Qualifications You Must Have:

Education & Experience

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience

  • Experience in the administration and/or management of contracts, or procurement agreements, or supply chain agreements, or legal reviews, or account management or Federal /State/ Municipal contracts administrated

  • Ability to obtain and maintain a U.S. government issued security clearance (Secret) is required

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Active and transferable Secret clearance preferred

  • Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

  • Contractual acumen with proficiency in contracts fundamentals

  • Experience administering contracts and/or proposals

  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust

  • Experience working in a fast-paced environment, where prioritization is required to be effective

  • Proven record of responsiveness with excellent time management and organizational skills

  • Ability to adapt to changing environments and situations

  • Prior experience working in a controlled area (SCIF)

  • Proficient in Microsoft Word, Excel, Power Point, and Adobe

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
