Jones County is HIRING a Business Officer I

The Business Officer serves in a variety of roles to execute and administer the duties assigned to the Business Office. This employee is responsible for the following tasks:

  • Planning, Developing, and, overseeing the Agencys annual budget.
  • Preparation and Submission of the DSS-1571 through the North Carolina County Reimbursement Ledger.
  • Acts as a Liaison between the Department of Social Services and the Finance Office to ensure compliance with the North Carolina Department of Health and Human Services Fiscal Manual, Office of Management and Budget Circular A-27, Modified Accrual Accounting and Generally Accepted Accounting Principles.
  • Acts as a Liaison between the Department of Social Services and the County Single Audit Firm for all Financial and Accounting Matters.
  • Acts as a Liaison between the Department of Social Services and Human Resources to administer the Pay and Classification Plan and in the completion of Bi-Weekly Payroll.
  • Ensuring the monthly submission of the DHB-2055.
  • Ensuring the monthly completion, submission and financial compliance of the DSS-2203.
  • Acts as the Title VI Limited English Proficiency Coordinator
  • Negotiation, Administration and, Management of all agency contracts.
  • Manages and Procures agency supplies through various vendors and North Carolina E- Procurement.
  • Disaster Services Planning and Coordination with the Jones County Director of Social Services and other County Officials.
  • Agency Physical and Information Technology Security Officer
  • IRS Safeguards Program Compliance Officer
  • Other General Managerial and Supportive Functions as required.

Work Schedule:

The work schedule for this position will be 8:00 AM -5:00 PM M-T and 8:00 AM - Noon onFridays (except for rotation week). At the Director's request, the work schedule for this positionis subject to change. This person will work overtime or extended hours as necessary in order toaccomplish the assigned tasks. This employee is required to work at an emergency shelter in theevent of a natural or a man-made disaster.

Education and experience requirements:

Graduation from a four-year college or university, preferably with a major in business, public, or hospitaladministration, and four years of administrative experience involving participation in the planning andmanagement of a business or governmental program; or nine months of graduate training in an accreditedschool of social work and three years of supervisory or administrative experience in social work; or anequivalent combination of education and experience.
