Duties Description Under the direction of the Deputy Commissioner of Administration, the Associate Commissioner assists in the planning, organization, administration, review and evaluation of activities related to the budgetary, accounting, fiscal reporting, revenue disbursement and related functions of the Office for Children and Family Service. The Associate Commissioner advises and assists the Deputy Commissioner for Administration, the Executive Deputy Commissioner and the Commissioner in the development and implementation of policies and procedures related to accounting, finance, rate setting, budget and financial management of the Agency’s $5.8 billion dollar budget. This position will coordinate with other state agency partners, local social service district commissioners and federal cognizant agencies to ensure financial resources under the jurisdiction of the agency are managed properly and in accordance with laws and regulations. Other responsibilities include:• Coordinate the activities of the Bureaus of Contract Management, Accounting Operations, Budget Management to ensure continuity of Agency operations, identify opportunities for improving financial management policies and procedures at both the State and local level.• Lead the planning, coordination, and implementation of agency fiscal goals, objectives, policies, procedures, and internal financial control systems in consultation with program administrators and other management staff.• Assist with the development, review and presentation of the OCFS annual State and Federal budget requests and represents OCFS in budget hearings and negotiations.• Oversee the preparation of mandated Federal and State reporting requirements and responds to requests for information or analyses made by external fiscal agencies and committees• Analyze evaluate, recommend and implement procedural and fiscal control and reporting improvements for the Agency; assists as the budgetary and fiscal liaison with Office of the State Comptroller, the Division of the Budget and the State’s Legislative Fiscal Committees. • Assists the Deputy Commissioner for Administration, and Agency leadership on decisions regarding internal resource allocations, including staffing levels and non-personal services funding, to ensure the maintenance of critical, high-priority operational areas. • Oversees the activities of Capital Facilities service activities including capital design, construction contracts, facilities maintenance, inspection, legislation and interface with public and professional organizations.• Monitors legal, funding agency, technology, and procedural changes related to accounting and fiscal functions; evaluates their effect upon Agency activities; and recommends and implements policy and procedural modifications as required. • Acts as a liaison among funding agencies, including the counties and the Agency regarding fiscal matters.• Provides oversight of administrative functions within an agency.• Conducts or directs the conduct of a variety of fiscal and administrative studies, and prepares and presents written recommendations and reports.• Oversees the maintenance of complete and accurate fiscal and related records.• Monitors and reviews accounting procedures throughout the agency to ensure that procedures are uniform and consistent.• Oversees multiple policy projects at a given time, ensuring that the projects are well-staffed and correctly prioritized, that they advance in a timely way, and that they result in high-quality work product to achieve concrete results• Develops and leads effective relationships with other divisions and builds the Agency’s innovation policy agenda, based on the needs of those divisions and input from Executive Leadership.

Minimum Qualifications Bachelor’s degree in Finance, Business, Accounting or a related field. In addition, eight years of experience in leading a Finance operation and other areas listed above. Outstanding oral and written communication skills.
