MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

Responsible for overseeing the management and reconciliation of the department’s Revenue system and departmental FLAIR records, completing any necessary corrections to reconcile to Central FLAIR while providing results and analysis to management.

Provides guidance to the Accountant IV positions on credit card, check and ACH payments through research and corrects incorrectly coded or suspended payments. Evaluates and researches individual payments through the online payment portal, Financial Inquiry system or Revenue online collection portal to determine the intended application of payment. Tracks the suspended payments and analyzes for trends of potential issues in the online payment portal.

Monitors and reviews the balance of key object codes. Makes corrections to the balance of these object codes and evaluates payments to determine trends of inaccurately keyed or coded payments.

Reviews and provides guidance on completing division specific requests to update Revenue coding. Communicates recommendations to management about frequently incorrectly coded Revenue payments and ways to better maintain accurate accounting records.

Identifies procedural gaps and statutory laws governing the collection and depositing of Revenue as well as compliance with Florida Statute 17.20 for accounts being placed in collections. Observes and reviews policies and procedures to ensure that compliance of receipt and depositing of payments received is completed within seven days. Monitors the placement of accounts receivable that are past due are placed with a collection agency within 120 days.

Conducts the preparation of the Unverified Deposit Report to be distributed to the staff. Monitors and reviews payments that occur daily to ensure they are being recorded. Instructs staff of any pending payments and reviews for accuracy of deposits in Cash Receipts for FLAIR.

Prepares supporting schedules for revenue related requirements to the statewide financial statements. Compiles data to complete the CFO Ecommerce Report, TR10, Cash on Hand, and Unverified Deposit supporting schedules.

Coordinates with management to verify the compliance of reports with Florida Statute.

Completes special projects and other related duties as assigned.
