The Division of Medicaid has an exciting opportunity for a forward-thinking, motivated, innovative person to join the Bureau of Policy. This position is for a Program Manager and will manage a team of Medicaid Program Policy Analysts to address complicated policy and program questions, often involving multiple stakeholders. We are searching for an individual with leadership and team learning competencies who is committed to teamwork in implementing division and department strategic initiatives. Relevant skills include policy analysis, critical thinking, communication, problem solving, and systems-thinking competencies.

This is a statewide position and will report to their nearest DHW location.
This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:
Work with teammates and management to:
Manage Medicaid Program Policy Analysts, including interviewing, hiring, development, and coaching.
Coordinate and collaborate with work teams across the Division and Department.
Analyze, recommend, and develop policy and regulation regarding services that will maximize current program resources and ensure quality, compliance, and consistency in Medicaid services.
Foster innovation and employ best practices for healthcare and public policy.
Manage drafting of state plan amendments, waiver applications, and rule changes.
Provide policy expertise and technical assistance to staff and stakeholders to ensure accurate and consistent program administration.
Ensure program objectives, policies, and operating procedures align with federal and state plans, rules, and regulations.
MINIMUM QUALIFICATIONS:
You must possess all the minimum and specialty minimum qualifications below to pass the exam for this position. Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
Experience working with CMS and Title XIX or XXI state plans. Typically gained by at least one year of preparing state plan amendments or waivers for approval by CMS.
Experience working with legislative rules. Typically gained by at least one year of experience drafting temporary or proposed state rules.
Good knowledge of project management and/or organizational change management. Typically gained by at least two years' experience where resource management, relationship management, project management, and process management were key responsibilities. Education and/or experience in development and implementation of organizational management and/or change.
Experience developing, reviewing and evaluating policy and/or program-related informational material; presenting information and leading stakeholder groups. Typically gained by completion of one upper-division public health evaluation class AND one upper-division health communication class, OR at least four years of experience developing or reviewing and evaluating health related information materials as part of regular job duties.
Experience developing, negotiating, and evaluating business requirements, presenting information, and leading stakeholder groups. Typically gained by at least two years of experience collecting business rules and requirements, developing system requirements, and working with vendors to develop the functional requirements to bring the business needs to fruition.
