This position exists to provide budgetary, accounting and grant management support for Aging and Disability, Behavioral Health Administration and Health Care Administration waiver opportunities so that federal funds are maximized, and that state funds are available and reported in compliance with grant and legislative requirements. This position needs to develop an understanding of the different types of Medicaid waivers and the fiscal reporting compliance of each. This position will be the program lead for those programs that use Medicaid Management Information System (MMIS) for operational processing functions and are funded by a combination of sources such as federal Medical Assistance, and state funds (program examples include Integrated Behavioral Health Fund, and Basic Health Program; etc.) This position further assures that MMIS operational activity for the above programs is properly accounted for, monitored, reconciled, and reported in SWIFT.
Responsibilities include but may not be limited to:
Provide fiscal policy expertise to the department on CMS 64 Medicaid waiver reporting, federal and state regulations concerning claiming and reimbursement policies.
Conduct and execute analysis of new/proposed legislation and other complex issues regarding the operational and fiscal components of current and new claiming opportunities.
Manage the waiver reporting team that contributes to CMS 64 Federal quarterly reports to claim Medicaid Expenditures quarterly in addition to various other reporting piece of the CMS 64 which includes reviewing the work of other accountants and providing guidance to the team when questions arise.
Provide technical assistance to DHS program staff, division staff, counties, tribes, service providers, auditors and others on CMS 64 Waiver claiming and reporting.
Direct, plan, prepare, and present the annual report of expenditures that were incurred but not reported (IBNR) for both state and federal expenditures.
Develop, document, and explain queries used to derive both actual data and trends related to the IBNR.
Manage and track health care accounting and house spending in relation to the forecasted amounts and cash flow estimate.
Manage the process to create cash flow estimates.
Assist supervisor with data mining out of the MMIS and SWIFT data warehouses employing SQL, Access databases, and BI query running ad-hoc reports to analyze discrepancies identified by internal and external auditing.
Minimum Qualifications

Three (3) years professional accounting experience. Experience must demonstrate:
Knowledge of Generally Accepted Accounting Principles (GAAP) and practices.
Strong computer skills including knowledge of large complex spreadsheets and databases such as Microsoft Office Suite.
Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.
Ability to gather, analyze, and interpret complex data and use the findings to identify and recommend program improvements and opportunities for simplification of processes.
Ability to analyze fiscal reports and banking records for adherence and conformance to federal laws, state statutes, and department policies.
* Bachelor’s degree or higher in accounting, finance or related field may substitute for one (1) year of professional experience.
OR
* Master’s degree or higher in accounting, finance or related field may substitute for two (2) years of professional experience.
Preferred Qualifications
Knowledge of the SWIFT accounting system.
Experience with statewide accounting systems.
Comprehensive knowledge of the MMIS (or similar) data system, data structure, data relationships, and processes.
Experience in healthcare accounting
Knowledge and experience of the quarterly CMS 64 Medicaid Expenditure reporting
Knowledge of the DHS chart of accounts, account structure, budgets, programs, grants, and organizational structure
Knowledge of SQL, Power BI or other data mining software
Variety of experiences working effectively with others from different backgrounds and cultures.
