Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for aBudget Formulation Analyst to support a federal government clientlocatedinSilver Spring, MD.The successful candidate will provide budget planning and execution support for a NESDIS OCFO.The candidate willbe requiredtoassistin creating andmaintainingthespreadsheets,tools, forms, templates, and instructionsto support various monthly and quarterly meetings. The candidatewillbe responsible forworking withvarious branches toensure that the newand existingfinancial processes are understood and implemented correctly.Integral to the role is the ability to analyze data to understand trends, forecast potential budget issues, and to plan and take corrective actions. The candidatewill provide analyses, assessments, and recommendations relating tofinancial managementactivities, among other duties as assigned.
This is a hybrid remote position, with required weekly in-office presence ( approximately twice per week) in Silver Spring, MD .
The duties for this role include, but are not limited to:
Provide project management over the execution and performance of NOAA/NESDIS supplemental funding from the Bipartisan Infrastructure Law (BIL), the Inflation Reduction Act (IRA), and well as other legislation as assigned.
Apply standard project management practices to track cost, schedule, and scope of the activities funded by the BIL and IRA,utilizingGantt charts,SmartSheets, and Excel.
Review and track performance of funds against major milestones
Review reports provided by the budget execution team tomonitorfunds within NESDIS, as well as funds transferred to NESDIS from other NOAA Line Offices
Collaborate with NESDIS program offices to inquire about the timing and execution of grants and major projects funded by the BIL and IRA.
Oversee budget formulation for a portfolio of NESDIS programs,assisting in the preparation and review of annual budget requeststo the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress.
Become adept at pulling reports from the NOAA financial systems, including the Enterprise Business Solution (EBS) and the Financial Management Data System (FMDS)
Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as a variety of complex payment reports
Qualifications:
- Bachelor’s Degree plus5yearsof relatedexperience
Essential Skills:
Ability to transform data and findings into concise, user-friendly spreadsheets and into PowerPoint presentations.
Excellent oral presentation skills with the ability to brief findings and materials to management.
Ability to communicate effectively in group meetings, knowing when to speak up versus deferring to management
Work proactively toanticipatemanagement’s questions and meet their needs before being asked
Sift throughlarge amountsof data and reports to find answers to management’s questionsin a timely manner
Stronginterpersonal skills, includingcustomer service skills, toproperly managecustomer expectations and respond to customer requests
Knowing when to ask for help to be able to meet assigned deadlines
