Harris has an opening for an Environmental Compliance Manager to join our Biology Group within our Environmental Planning and Compliance business unit. The ideal candidate would be located in proximity to one of our Harris offices in California – San Diego, Salinas, Concord, Sacramento, or Irvine.

What you will do…

  • Manage or assist in managing environmental compliance for small- and large-scale municipal, transportation, water, education, and other projects, with ethical and creative solutions-oriented approaches to regulatory challenges and risk management.

  • Develop and produce environmental compliance documents including management plans, technical reports, worker environmental education/awareness training programs and materials, and other deliverables to support compliance throughout the project lifecycle, including ensuring accurate reporting of environmental compliance.

  • Track all compliance from pre-construction to post-construction.

  • Collaborate with project team members to ensure alignment of project objectives, regulatory requirements, and compliance standards and that the project reaches client objectives, goals, and needs.

  • Act as the primary or secondary point of contact for clients, subcontractors, contractors, and regulatory agencies to ensure seamless project execution and compliance across various projects

  • Support business operations by managing contracts, preparing bid documents and proposals, and mentoring junior staff

    What you will have…

  • Bachelor’s degree in Biology, Ecology, or Environmental Science

  • Minimum 10 years of experience in environmental consulting as a biologist with expertise in regulatory compliance.

  • Experience with construction monitoring or compliance monitoring.

  • Extensive experience working on projects with permits from regulatory agencies such as U.S. Army Corps of Engineers, U.S. Fish and Wildlife Services, State/Regional Water Quality Control Board, California Department of Fish and Wildlife, and other federal, state, and local agencies.

  • Proven experience with understanding and interpreting environmental regulations, laws, documents, and permits for projects during construction.

  • Knowledge of CEQA and NEPA compliance, including the experience with compliance of all levels of CEQA documents (statutory exemptions, categorical exemptions, MNDs, EIRs, Program EIRs, and supplemental EIRs).

  • Proven ability to build strong relationships with staff, clients, contractors, regulatory agencies, and subconsultants, fostering collaboration and compliance.

  • Strong organizational, schedule, and budget management skills, with the ability to navigate complex compliance challenges and ensure successful project outcomes.

  • Exceptional communication skills, including the ability to prepare technical reports, manage client relationships, and provide presentations to stakeholders and regulatory agencies.

  • Demonstrated experience successfully managing or assisting in managing compliance requirements and schedules for complex projects.

    Compensation and Benefits

The salary range for this position is $95-150k. This will be dependent on the experience and expertise of the incoming candidate.
