DEPARTMENT OF STATE HEALTH SERVICES Disease Intervention Specialist in SAN ANTONIO, Texas

Job/Position DescriptionUnder the supervision of the HIV/STD Program Manager and the direction of the HIV/STD Team Lead, the Disease Intervention Specialist (DIS) conducts highly complex HIV/STD prevention, intervention and surveillance activities in compliance with DIS Performance Standards, Standing Delegation Orders, and state and federal guidelines. Enters investigation and case data into the statewide disease surveillance system (THISIS). Accurately completes investigation documentation and forms. Serves as a consultant providing technical assistance, guidance and support to health care providers, local health departments, Public Health Region 8 (PHR 8) nurses and other organizations providing HIV/STD screening, diagnosis and treatment. Collects clinical specimens, including performing venipuncture, in clinical and non-clinical settings. Performs and interprets results of screening tests. Performs administrative, consultative and advisory duties to coordinate patient testing and treatment. Completes and manages all assigned paperwork and written reports. Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions. Works under general supervision with considerable latitude for the use of initiative and independent judgment. Maintains confidentiality and discretion at all times in compliance with state and federal guidelines. This position routinely encounters language and images related to sexual health and sexually transmitted infections. Safe use of a personal, state or rental vehicle is a required function of this position and the employee must maintain a safe driving record with the Texas Department of Public Safety. Complies with the DSHS Immunization Policy. Essential Job Functions(45%) Conducts interviews, re-interviews and cluster interviews of HIV/STD patients in accordance with DSHS DIS Performance Standards. Performs partner and cluster elicitation and notification to ensure all persons exposed to infections are informed, examined, and treated. Enters data into the statewide disease surveillance system (THISIS) in accordance with established standards. Accurately completes case management forms appropriately. Identifies, pursues, collects and analyzes case information. Develops a case management plan for each case to enhance disease intervention outcomes. Documents case management activities and conducts timely reviews and thorough updates in compliance with DIS Performance Standards. Performs active surveillance by routinely collaborating with public and private healthcare providers and laboratories ensuring disease reporting according to the Centers for Disease Control and Prevention guidelines. Serves as liason to other PHR 8 staff, regional providers, local health departments, and other community based organizations and or the general public to explain and provide technical assistance and education on program specifics and state reporting requirements. (40%) Conducts timely field investigations in accordance with DSHS DIS Performance Standards. Conducts partner and cluster elicitation and notification. Monitors and reviews weekly assignments in compliance with DIS Performance Standards. Consults with health care providers, local health departments, HSR 8 clinical staff and other organizations providing HIV/STD screening, diagnosis and treatment.
