Job Summary
Responsible for clinical trial budget preparation, negotiation, monitoring and reconciliation. Budget Analysts aide in providing an institutional safeguard to ensure clinical research study budgets comply with applicable federal, state, and local laws, national guidance, and regulations related to clinical research budgeting and billing while streamlining the clinical research study activation timeline. The Budget Analyst will be responsible for performing a comprehensive Centers for Medicare & Medicaid Services ( CMS ) Coverage Analysis in accordance with Medicare’s Clinical Trial Policy ( NCD 310.1) on clinical research protocols with billable services. The Budget Analyst will ensure accurate determinations of research patient billing compliance to mitigate institutional risk. The incumbent will maintain comprehensive documentation of all CMS Coverage Analysis grids and systems for tracking in the institutional Clinical Trials Management System ( CTMS ).
Maintains, utilizes, and updates data collection in CTMS for use in gathering and compiling information, preparing reports and analyses, as required for financial management of clinical trials. The individual serves as a technical expert and ensures coverage analyses are compliant with all relevant regulations and serves as the internal first-line contact for compliance issues.

Responsibilities
Essential Functions
Perform comprehensive and independent review of all documents related to clinical trial research study funding, including the research study budget, protocol, contract, informed consent, and other supporting core documents.
Identify clinical trial research budgetary components.
Complete coverage analysis to determine if clinical trial is a qualifying clinical trial according to CMS guidelines
Finalize clinical trial research study budgets and prepare for negotiation process.
Analyze clinical research study budgets; reconcile monthly against actual principal investigator and coordinator effort and other expenses; and report reconciliation results.
Review the budget section in clinical trial agreements and provide mentorship to junior staff to set up sponsor invoicing schedule to request reimbursement from sponsors and participant visit schedule to reconcile against capitated payments.
Review billing processes and analyze billing error trends, report on findings, and issue recommendations for improvement.
Other duties as assigned.

Minimum Qualifications
Bachelor’s degree in finance, accounting, economics, or a related field, or equivalency (2 years related work experience may be substituted for 1 year of education); two years of related experience; basic understanding of accounting principles, analytical techniques, and statistical methods; working knowledge of spreadsheet applications; and demonstrated human relations and effective communication skills required. A familiarity with maintaining and updating computerized databases and experience in higher education financial areas is preferred.
