About the Opportunity

The Talent Acquisition Manager will report directly to the Senior People & Culture Manager, leading the end-to-end talent acquisition functions for Abt PNG Programs. This role will support Abt PNG Programs to meet their workforce requirements across all facets of recruitment activities. The Talent Acquisition Manager will manage the recruitment function to achieve program objectives around:

• Gender and diversity;

• Succession planning and career pathways;

• Recruitment and retention.

Specific Responsibilities

The Talent Acquisition Manager will be responsible for the below, but not limited to;

  • Managing and coordinating end-to-end recruitment and selection activities for all vacancies including:

  • Working with Hiring Managers to:

  • Providing feedback, update and finalise Terms of Reference (TOR) and remuneration details, salary etc. in accordance with Abt Global job architecture and DFAT policies and delegations, adhering to the principles of gender equity and social inclusion;

  • Screening and shortlisting incoming applications against Key Selection Criteria (KSC);

  • Developing relevant interview questions and guides that are in line with role expectations, behavioural and technical experience and ensure final approval by all relevant panel members;

  • Leading the interview schedule and process;

  • Ensure all necessary paperwork and due process is completed.

  • Managing the recruitment and contracting elements in the ATLAS HR System and other active databases, ensuring real-time data is entered into the system;

  • Providing quality reporting and updates to the Senior People & Culture Manager and executive as agreed;

  • Developing and adhering to recruitment timelines and development of attractive and innovative sourcing strategies;

  • Overseeing the creation and management of all position vacancies across the program and talent pipeline for upcoming vacancies;

  • Developing and reviewing advertisements and supporting documents and posting to relevant advertising and recruitment mediums;

  • Ensuring all interview arrangements and logistics are communicated clearly and arranged in advance and all applicants and panel members are well informed of processes;

  • Coordinating, quality checking and managing all due diligence processes and ensuring they are in line with Abt Global and Department of Foreign Affairs and Trade (DFAT) standards and requirements;

  • Ensuring candidate management is conducted in a professional and timely manner including updating applicants of delays and changes, closing off with all unsuccessful applicants and providing feedback when required;

  • Leading and providing feedback on communication regarding offers of appointment, salary/rate negotiations and next steps in conjunction with the HR Manager;

  • Contract management: drafting high quality contracts for international and locally engaged personnel and overseeing the preparation of LES, LEA, LTA & STA contracting including Letters of Appointment and Variations.

  • Providing advice and influence stakeholder decisions regarding recruitment and contracting queries that come from Hiring Managers, or Staff

  • Ensure all required documentation for associated recruitment activities comply with organisational processes and policies;

  • Provide regular feedback on recruitment documents and tracking tools to improve efficiencies including Authority to Recruit Forms, Recruitment Registers etc.; Plan and conduct ‘head hunt’ searches through a wide variety of mediums such as LinkedIn and by utilising internal and external networks to attract and engage passive and active candidates for complex and difficult to source roles;

  • Maintain recruitment database, including ATLAS, tracking registers on Smart sheets and filing systems for personnel files;

  • Assist with the establishment and maintenance of the Technical Advisory Panel;

  • Managing and prepare the collation of recruitment reports from the system for internal and external reporting;

  • Assisting with the implementation and maintenance of human resources recruitment policies and procedures;

  • Mentoring, coaching, and developing the capacity of the Port Moresby based People & Culture Team with a focus on cross-skilling and up-skilling across the service areas.

General HR Management

  • Supporting the COVID-19 office protocols, ensuring Abt Global staff compliance to process and procedure, and management of staff illness and COVID19 positive cases

  • Co-managing and providing support to the mobilisation of Advisers, ensuring efficient processing of mobilisation documentation and adherence to the established KPI’s

  • Actively managing and leading close out activities, with focus on transition to new programs, and mobilisation of staff to existing or new programs

  • Ensure People & Culture helpdesk tickets for recruitment queries are assigned and closed out in a timely manner

  • Other duties as required.

Specific Deliverables

  • Work with Hiring Managers for targeted recruitment strategy that attracts and retains high performing staff.

  • Meet Key Performance Indicators such as the recruitment and selection of candidates within 45 days and respond to staff enquiries in a timely manner, keeping staff abreast of progress as required

  • Update managers on the progress of their recruitment activities as required and on an ongoing basis

  • HR records: maintain Recruitment Tracker and ATLAS for effective recording of recruitment statistics and/or other HR records on a daily basis and in real time

  • HR reporting: timely and accurate HR reports provided to the program and contribute to HR Corporate reports, quarterly KPI reports, and adhoc reports as required

  • Key HR policies and procedures are developed and implemented

  • Confidentiality: undertake all work in a confidential manner, using tact and discretion at all times

  • Implementation of inclusive work practices.

  • Ensuring operational support to all Programs is timely, responsive, and undertaken within the principles of Value for Money approach.

About You

For applications to be considered, a response to the key selection criteria below must be provided.

  • Relevant Tertiary qualifications in Human Resources or a degree in a relevant discipline

  • Minimum of 5 years practical and demonstrated experience in a human resource management preferably on donor-funded international development programs and/or complex corporate environments

  • Demonstrated ability to communicate cross-culturally, with sensitivity and emotional intelligence ideally with a sound understanding of PNG or Pacific development context

  • Strong interpersonal, communication, representational and cross-cultural skills

  • Strong analytical, and problem solving skills and experience
