Indian Health Service Health System Administrator (Deputy CEO) in Pine Ridge, South Dakota

Summary This position serves as the Deputy Chief Executive Officer (DCEO) of a Service Unit with an inpatient hospital in Pine Ridge, SD. The incumbent, in conjunction with the Chief Executive Officer (CEO), directs the total health care delivery system of the service unit and is fully accountable for managing all or partial health care activities. The Service Unit provides inpatient and outpatient medical care as well as preventive health services to eligible a Native American population. Responsibilities Develops and implements both long- and short-term strategic plans and policies. Translates these plans and policies into operating practices. Manages both clinical and administrative subordinate managers and supervisors. Responsible for Service Unit compliance with fiscal policies of the Indian Health Service (IHS). Augments congressional direct funds with alternate resources, i.e., Medicare/Medicaid, contract health care and third-party reimbursements. Guides hospital-wide participation in the formulation of current fiscal year plans for the expenditure of funds, and for the estimation of budget needs for ensuing fiscal years. Leads in developing and formulating sound personnel policy and programs. Fosters good understanding and application of good personnel management with the professional services. Responsible for establishing and maintaining effective communication with recognized leaders of tribes served within the Service Unit. Establishes and maintains a grievance procedure for resolving complaints registered by persons receiving services at Service Unit facilities. Responsible for insuring that active EEO and affirmative action programs emphasizing Indian Preference and the EEO program are in place. Ensures that Service Unit health care delivery system change as the National standards change. Assures that the hospital or medical center has a systematic plan to improve, assess and monitor the quality of the organization's management of clinical and support processes as defined by current accreditation standards. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Completion of an undergraduate and/or graduate education with major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. OR Successful completion of an agency-sponsored on-the-job training program, which may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-14 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Plans, monitors and evaluates a comprehensive, clinical, preventive and public health approach to clinical, community and public health programs; Leads the development and adjustment of organizational structures of the operating facilities and programs; Directs and manages the service unit budget, contracts, grants and other agreements; Facilitates tribal consultation and manages executive level projects; Responsibilities related to the development, application and implementation of EEO requirements and program guidelines. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
