This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak's sole and absolute discretion.

SUMMARY OF DUTIES: Assist in the management of the day-to-day operations of the Track Department, including the inspection, maintenance, and construction of tracks, turnouts, and drainage improvements. Daily tasks will include responsibilities in both the office and the field in all types of weather conditions to support a 24/7 operation. Territories are the Philadelphia and Wilmington subdivisions of the Mid-Atlantic Division. Reports to the Assistant Division Engineer.

ESSENTIAL FUNCTIONS: Direct the Track Department's resources and responsibilities for all Track inspection and maintenance activities within the territory. Participate in planning and implementation of maintenance and construction programs for the Track Department. Plan all construction phases for the installation of new track infrastructure. Coordinate maintenance and construction projects with other departments and agencies. Coordinate and schedule all work activities for major track outages in conjunction with various departments including communication & signals, track, structures, and transportation, to accomplish and adhere to established work schedules Ensure regulatory inspections are compliant with Amtrak policies and the FRA CFR. Comply with FRA, local, and national codes for construction and maintenance of bridges and track infrastructure. Monitor procurement status of all material and ensured proper installation of material. Ensure the proper delivery, storage, and installation of materials as well as the performance of any contracted services. Communicate with the system design office and provide technical support in the field for all maintenance and construction activities. Remain available 24/7 to respond to emergencies and interruptions to the operations. Support planned work on weekends and nights in the field. Schedule technical training, safety training, safety compliance training, and physical exams for all direct reports. Observe field activities to ensure conformance with safety protocols and correct activities that do not conform when necessary. Report observations to drive improvement in the overall safety culture. Implement safety work plans for the prevention and elimination of personal injuries and hazardous conditions on Amtrak property and the right-of-way. Monitor work performance on the right-of-way and recommend use of new material and technical procedures. Assist with the initiation and development of the division's 1 year and 5-year capital plans. Investigate accidents and respond as required. Ensure compliance with current collective bargaining agreements and recommend formal discipline as warranted.

MINIMUM QUALIFICATIONS: Bachelor's Degree in Engineer ng, Construction Management or equivalent work experience and training in position of similar capacity with a minimum of 3years' experience. In lieu of education, a minimum of 7years of relevant work experience, or equivalent combination of education, training, and work experience. Qualified or possess sufficient experience to be qualified in: BMWE labor agreement, FRA Regulations, RWP, NORAC, AMT2, and MW1000. Demonstrated supervisory experience and ability to interface with all levels of employees including both external and internal customers. Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures. Demonstrated knowledge of project management including scheduling, budgeting, estimating, and coordinating efforts with other technical disciplines. Demonstrated skills and experience with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions. Valid driver's license.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES: Possess strategic and tactical skills required for planning and executing complex project work. Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills. Strong Safety Focus. Ability to work effectively with internal and external stakeholders. Ability to work under tight time constrains, pressure, and multiple priorities. Must have excellent written and oral communication skills.

PREFERRED QUALIFICATIONS: Bachelor'sDegree in Engineering, Construction Management or equivalent work experience and training in position of similar capacity, with a minimum of 6years of experience. In lieu of education, a minimum of 10years of relevant work experience, or equivalent combination of education, training, and work experience. Licensed Professional Engineer or ability to acquire. 5+ years of relevant experience preferred.

WORK ENVIRONMENT: Combination of Office and field (primary) environment. Position is subject to respond to emergencies in all weather conditions 24/7.

PAY TRANSPARENCY: The salary/hourly range is $100,000 - $110,408 for the Field Engineer position and $115,000 - $126,969 for the Sr Field Engineer position.Pay is based on several factors includingbut not limited to education, work experience, certifications,internal equity,etc.Depending on an employee's assigned worksite or location, Amtrak may consider ageo-pay differential to be applied to the employee's base salary. Amtrak may offeradditional incentive and pay programs to recognize and reward our employees,including a short-term incentive bonus based upon factors such as individual andcompany performance that is commensurate with the level of the position and/orlong-term incentive plan compensation.
