JOB DESCRIPTION:
The Navy Business Group currently has a career opportunity for a Fleet Training Air Execution Senior Training Analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.
The individual in this position will provide training program analysis support and serve as an aviation fleet training and program analyst and action officer for the USFF Fleet/Joint Training Directorate (N7). Program Analysts have experience at the senior level including supervisory experience. In general, program analysts review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.
The ideal candidate will be an experienced training program analyst and SME in naval aviation live, virtual, and constructive (LVC) training execution (e.g., Air Wing Fallon, Composite Training Unit Exercises [COMPTUEX], and Fleet Synthetic Training [FST] capabilities). Echelon III (or higher) staff experience and a working knowledge or understanding of naval aviation fleet training policies, implementation and execution (to include current and evolving Counter-Unmanned Aircraft Systems [C-UAS] tactics) are highly desirable. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight years of applicable program analyst experience in:
· U.S. Navy fleet aviation training operations, policy, and staff procedures.
· Providing recommendations for fleet training execution and deployment certification policy for naval aviation units and staffs.
· Managing/prioritizing large, complex projects involving numerous stakeholders.
· Leading working groups and cross-functional teams.
· Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
· Engaging Senior Staff at the Flag Officer/Director/Manager level.
· Conducting fleet aviation training analysis/assessment to identify gaps, training needs and solutions.
Specific Functional Area duties include:
· Assist in the oversight and execution of Fleet aviation training with Type Commands (TYCOM) and Numbered Fleet Commands (NFC) to ensure training and certifications are accomplished.
· Provide subject matter expertise on Fleet training issues across the full spectrum of aviation training to include issues associated with the Fleet Response Training Plan (FRTP).
· Assist on oversight of Fleet training and certification requirements and events for unit level training, basic phase and integrated phase FRTP training.
· Assist in oversight of Fleet training and certification events for FRTP training.
· Provide support, analyze, coordinate, and provide administrative responses to formal, informal, emergent, and routine tasks concerning development and delivery of Fleet training requirements.
· Assist in the prioritization and execution of aviation training to meet Fleet operations.
· Provide recommendations and advice to USFF N7 government representatives in a variety of forums, meetings, conferences and working groups.
· Coordinate with Carrier Strike Group FOUR (CSG4), TYCOMs and subordinate Fleet commands, as well as representatives from other military services and other government agencies, on matters related to Fleet aviation training execution.
· Provide aviation training expertise in the review of training plans to ensure Fleet training is incorporated and delivered to the Fleet.
· Provide current, accurate and complete aviation training related point/information papers, briefs/presentations and executive summary memorandums for staff packages to inform USFF leadership decisions.
- Assist in the oversight, development and integration of Counter Unmanned Aircraft System (C-UAS) training in the FRTP.
Qualifications
REQUIRED EDUCATION/EXPERIENCE/SKILLS:
· U.S. citizen with a Bachelor of Arts or Science degree and Top Secret clearance with SCI eligibility.
· Active military duty (naval aviation) experience at the Chief Warrant Officer, Limited Duty Officer, or mid-grade officer level or higher.
· 9 years of general training program analyst and Functional Area experience (13 years in lieu of degree will be considered): see detailed tasks above.
· Familiarity with and experience involving naval aviation live, virtual, and constructive (LVC) training execution (e.g., Air Wing Fallon, Composite Training Unit Exercises (COMPTUEX), and Fleet Synthetic Training (FST) capabilities).
· Must be willing to travel up to a week at a time to support CSG-4 Force Protection Exercise (FPEX) certification events at Fleet Concentration Areas.
· Must possess proven written and verbal communication skills at the senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
· Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products.
DESIRED EXPERIENCE/SKILLS:
· Experience as an Echelon III (or higher) staff officer.
· Working knowledge or understanding of naval aviation fleet training policies, implementation and execution (to include current and evolving C-UAS tactics).
· Comprehensive understanding of all phases of the FRTP and Optimized Fleet Response Plan (OFRP).
· Familiarity with readiness databases (e.g., DRRS) and scheduling tools (e.g., Websked).
· Familiarity with Fleet Training policy documents, including the Fleet Training Continuum (FTC) and Type Commander (TYCOM) Training and Readiness manuals.
- Understanding of the Fleet Training Command and Control (C2) structure.
