Definition:\ Performs work of considerable difficulty in the development, implementation and\ management of a disease surveillance system; plans, develops and organizes the public health\ response to natural or intentional biological events, disease outbreaks or other public health\ emergencies that threaten community health and safety. Provides planning, assessment,
coordination of risk communication, education and training needs and coordination of bio-\ defense, preparedness and response activities with numerous county programs and
departments, state and local agencies and organizations, local health care providers, including\ counterparts in Nogales, Sonora and other community organizations.\ Essential Functions:\ Essential functions, as defined under the Americans with Disabilities Act, may include the\ following tasks, knowledges, skills and other characteristics. This list of tasks is illustrative only\ and is not a comprehensive listing of all functions and tasks performed by positions in this\ class.\ Tasks:\ Infectious Disease Epidemiology/Surveillance
Develops and implements the operational plan and protocols for an infectious disease\ surveillance system for the early detection and monitoring of biological events and/or\ disease outbreaks, including the monitoring of sentinel health events.
Disseminates information for disease investigations and directs outbreak\ investigations.
Performs research, analyzes infectious and zoonotic disease data and prepares reports;\ conducts regular analysis of communicable disease data; completes special analyses to\ follow-up on patterns or events; reviews complex data and recommends appropriate\ actions; researches and evaluates evolving techniques and technologies.
Analyzes trends and provides for program planning, evaluation and development;\ reviews complex data and recommends appropriate actions; develops evaluation plans\ to ensure the quality and integrity of countywide disease surveillance activities.\ Population health Epidemiology duties
Develops and implements chronic disease surveillance and documentation. Utilizes\ local, state and national databases to obtain data on chronic diseases for use in guiding\ health department efforts in mitigating illnesses in the community. Collaborates with\ local health partners on initiatives addressing these issues.
Develops and implements drug overdose surveillance, investigation and\ documentation programs for county health. May coordinate the health departments\ overdose fatality review program and other drug prevention and related harm\ reduction efforts. Will collaborate with local partners to obtain, assess and analyze
Page 3\ data that will be used to aid in initiatives addressing these issues in the community.
Performs research and analyzes local, state and national behavioral health trends, drug\ misuse intervention practices and drug harm reduction practices that will help guide\ health department policies. Will collaborate with local, state and national partners to\ remain up to date with latest guidance and to advise partners as needed for general\ health education, policy guidance and initiative development and implementation.
Maintenance and distribution of Naloxone, fentanyl test strip supplies and other harm\ reduction supplies.
Risk Communication, Response Exercises and Training Coordination
Participates in planning for public health events; designs and organizes rapid assessment\ activities in a job-related crisis.
Coordinates with health office administration and other response partners in the\ development and execution of a risk communication plan prior to, during and after an\ occurrence.
Participates in development, and evaluates training, discussions, and e ercises. Prepares\ evaluation reports and lessons learned after training and exercise, and reviews with\ Health Department team and participating partners.
Coordinates with other agencies to identify training opportunities, and may organize\ and promote training and drills, identify other staff development opportunities related\ to population health efforts, emergency preparedness and public health emergency\ response.
