Citibank, N.A. seeks a Treasury Risk Officer for its New York, New York location.Duties: Identify program risks and develop mitigation strategies. Assist in closing regulatory initiatives by contributing to required documentation. Develop project plans for regulatory commitment, regulatory driven, and Internal Audit issue projects, such as Consent Order deliverables, Matters Requiring Immediate Attention, Matters Requiring Attention, and Internal Audit issues, or other strategic initiative projects. Ensure timely project delivery by following up on tasks and deliverables. Collect and store artifacts related to controls. Maintain and update required company applications such as Project Management System (PTS) and other applicable systems. Leverage risk management expertise to manage multiple projects across different risk stripes and functions including Wholesale Credit Risk, Liquidity Risk, Regulatory Capital Risk Management, and Non-trading Market Risk. Manage the implementation of regulatory and strategic initiatives, technology budget management in coordination with Technology, program management support, as well as communications and program management for assigned fields such as Finance Chief Risk Office (FinCRO), Data, Analytics, Reporting and Technology (DART), and Model Risk Management (MRM). Deliver regulatory projects covering initiation, planning, tracking execution, and documenting closure packages within these Risk areas. Conduct periodic working groups with cross-functional teams for the assigned projects, drive the conversation and partner with Risk, Technology & Internal Audit to deliver comprehensive end-to-end solutions. Improve project governance by establishing communication plans, providing timely status updates, proactively identifying, escalating, and mitigating risks. Design clear structured project plans and develop realistic timelines for accomplishments and phases of implementation. Allocate resources effectively based on stakeholders' schedule and ensure projects are completed within the designated plan. Identify dependencies and bottlenecks in every stage of the project. Escalate issues and risks in a timely manner. Resolve stakeholders’ conflicts by capturing issue root cause, clarifying stakeholder’s expectation, proposing path to resolution, and obtaining stakeholders’ buy-in. Act as manager’s delegate if needed, contribute to recruiting activities when assigned, manage team’s SharePoint site or functional area documentational drives, document and transfer project knowledge. Use Jira to coordinate project team’s response to Internal Audit requests and questions during Internal Audit validation stage. Facilitate project progress by providing technical and business focus support per project needs, such as performing Wholesale Credit Risk model implementation User Acceptance Testing (UAT) via python, analyzing Risk Policies to assess policy change impact on projects, and analyzing controls to collect and memorialize artifacts for projects. A telecommuting/hybrid work schedule may be permitted within a commutable distance from the worksite, in accordance with Citi policies and protocols.Requirements: Requires a Master’s degree, or foreign equivalent, in Enterprise Risk Management, Finance or related field and 2 years of progressively responsible experience as a Project Manager, Associate, or related position involving risk management within the financial services industry. Alternatively, employer will accept a Bachelor’s degree in the stated fields and 5 years of the specified progressive, post-baccalaureate experience. 2 years of experience must include: Jira, SharePoint System; Python, SQL; Microsoft Excel, Microsoft PowerPoint; and Project Management.
