City of New York Deputy Chief of Construction in New York, New York

Job Description

ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES

*This vacancy is only open to 1) current permanent employees serving in the Administrative Project Manager civil service title or 2) on leave from the title or 3) employees who are reachable on the Administrative Project Manager civil service list, Exam No. 8529 or Exam No. 8042.

Major Responsibilities

  • Ensure NYC and Parks construction policies and standard practices are uniformly and correctly implemented by various Parks Teams/Units.

  • Initiate, develop, maintain, and revise construction policies and procedures.

  • Assist in the monitoring of Unifier record keeping by the various Parks Teams/Units for the construction phase of projects.

  • Directly supervise the Buildings Construction Unit (BCU).

  • Assist the Chief of Construction in the supervision of the Landscape Construction Unit (LCU), Quality Assurance (QA) staff and the Parks Safety Compliance Officer.

  • Manage and conduct annual training for resident engineers.

  • Provide guidance on construction issues impacting the Capital program.

  • Assist in the resolution of construction personnel issues.

  • Establish and monitor annual Parks’ Capital indicators for the Mayor’s Management Report (MMR).

  • Meet with various Chiefs, Team Leaders and Directors to resolve issues impacting the Capital program.

  • Meet with contractors, utility companies and other government agencies as necessary to resolve issues impacting the Capital program.

  • Meet with Parks Engineering Audit Office (EAO) to resolve issues impacting projects during the construction phase.

  • Review contractors’ request for extension of time and sign off on resident engineers’ delay analysis.

  • Assist in the review, approval and issuance of stop work orders during the construction phase.

  • Assist in the review of cost overruns and change orders that are submitted to the Parks Change Order Review Panel (CORP).

  • Work with the Parks Labor Law Unit (LLU) and NYC Comptroller’s Office to resolve prevailing wage issues and project labor agreement (PLA) issues.

  • Chair monthly meetings with construction directors.

MOVEMENT IN THE FACE OF CIVIL SERVICE LISTS IS PROHIBITED UNDER CIVIL SERVICE LAW.

Qualifications

  1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or

  2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or

  3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
