The Port of New Orleans (PORTNOLA) is a diverse deep-water port uniquely located on the Mississippi River near the Gulf of Mexico. We are looking for aMarine Dredge Captain. This position is located in Orleans Parish, within the Port of New Orleans jurisdiction therefore no travel is required outside of the parish. The position will require you to work at least 13.0 hours on Monday, Tuesday and 13.5 hours on Wednesday. Overtime is mostly seasonal depending on the river fluctuations. T he ideal candidate will be responsible for overseeing a team of 16 people, ensuring smooth daily operations within the Port. You should also have experience in supervising teams, and the ability to manage long shifts.
Potential starting salary depends upon qualifications:
$31.60/hr. to $44.23/hr.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Four years of experience as an operator, mate, or engineer in the operation of a dredge plus one of the following:
Possession of a United States Coast Guard license as a Master of Towing Vessels for the operation of an uninspected towing vessel of not more than 100 gross registered tons upon inland waters of the United States plus possession of certification as a Designated Examiner by the United States Coast Guard for use in completing TOARS (Towing Officers Assessment Record).
Possession of a United States Coast Guard Engineer's license with a minimum requirement of authority as a Designated Duty Engineer.
Job Concepts
FUNCTION OF WORK:
To plan and supervise the operations of a large cutterhead dredge and associated support equipment consisting of support barges, push boat, and anchor handling tug.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Direct from an Engineer 5 or equivalent level supervisor. May receive supervision from higher level personnel.
SUPERVISION EXERCISED:
Direct over Marine Operator 3, Dredge Chief Engineer, and/or other personnel involved in dredge operations and maintenance.
LOCATION OF WORK:

JOB DISTINCTIONS:
Differs from Engineer 5 in that only the dredge work unit is supervised.
Differs from Dredge Chief Engineer and Marine Operator 3 by the presence of supervision for all maintenance and operations of a large floating suction dredge, attendant tugs, and barges.

This position serves as a Marine Dredge Captain in the Dredge Department of the Port of New Orleans Maintenance Division.
This position participates in the required PORT training program and obtains additional training in order to facilitate the efficient performance duties and/or required tasks. This is a safety sensitive position that requires random drug screening throughout the year. The incumbent is required to possess and maintain a valid Driver’s License, Class D, and be knowledgeable and capable of the safe operation of various types of equipment required to fulfill the needs of the position and the PORT. The incumbent is required to hold a USCG Master of 100T towing license and have knowledge of the use of a UHF radio, which requires proper radio etiquette. The incumbent shall utilize a telephone, cell phone, two-way communication device, computer, and e-mail to facilitate communications if required. The incumbent must be able to perform duties many times without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise.
30% Vessel Proficiencies
Communicates instructions and directions necessary for meeting the program objectives of safety, environmental protection and quality service through knowledgeable and competent execution of assigned tasks.
Supervises all facets of the dredge including the direct responsibilities of Dredge Deckhands and Operators
25% Daily Operations
Under the direct supervision of the Senior Dredge Captain, this position will assist the Senior Dredge Captain in the following duties: Performs supervisory duties aboard dredge, dredge tender, anchor handling unit and floating pipelines.
These duties include but are not limited to providing direction for:
Fastening hawsers and mooring lines to dredge, dredge support vessels, wharves, barges, piers, and pilings. Check towing rigging, lines, wires, etc.
Lowering and raising anchors by vessel’s winches to position dredge for operating, mooring, and towing.
Operation of dredge in the dredge lever room.
Routine maintenance on dredge and ancillary vessels, such as cleaning, chipping, scraping, painting, changing oil and filters, polishing bright work, etc.
Loading and unloading material for the dredge.
Moving swing wires to facilitate forward movement of dredge.
Assisting in deck and equipment repairs.
Assisting in handling discharge lines and dredge anchors.
** In the absence of the Senior Dredge Captain, the incumbent is under direct supervision of the Port Waterfront Manager or Port Maintenance Director, and functions as lead supervisor for all dredge operations.
20% Training
Oversees, schedules, directs training to operate 24-inch hydraulic cutter head suction dredge, training to operate a towing vessel to move the dredge and pipeline and general deckhand skills.
5% Gangway Operation
Manages and oversees gangway operation of dredge to facilitate safe passage of workers to and from the wharf.
5% Supervisory Duties
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities including training employees, planning, assigning, directing work and appraising performance, disciplining employees, and addressing complaints and resolving problems.
Oversees, approves leave requests and performs PES evaluations. Participates in hiring and disciplinary processes. Makes and approves schedules in the absence of the Senior Dredge Captain.
10% Safety and Loss Prevention Management
Participates, complies with, and enforces all Port safety practices, programs, and policies. Assist in taking corrective action to eliminate all deficiencies noted on safety inspections. Monitors daily procedures and workflow for unsafe situations and notifies chain of command of possible unsafe practices. Works safely, efficiently, and as directed. Conducts regular safety inspections of tools used and immediate work area, participates in the Port’s JSA program. Fosters and supports a culture of safety with all coworkers.
5% Other Duties, Including Emergency Support
Incumbent is required to perform a variety of tasks and assignments, as directed by the supervisor, necessary to fulfill the mission of Waterfront Maintenance Department and/or Port Maintenance Division. Other work as directed. Essential employee during emergencies, natural disasters, etc. Must be immediately available to respond to problems arising at facilities, Equipment, and Port owned bridges during times of emergencies.
