Description

The Idaho Department of Lands (IDL) has one (1) opening for a Lands Program Specialist – Forest Legacy position. This position is a fulltime benefitted position based out of our Staff Office in Coeur d’Alene, Idaho, although work location for this position is negotiable.

Minimum filling rate is $30.38. The final salary rate is negotiable based on experience and qualifications.

Description

To provide specialized technical assistance and consultation to department staff regarding management decisions; perform related work.

Key Responsibilities

  • Work with Program Manager, landowners, land trust partners, the United States Forest Service (USFS), and other stakeholders to develop, recommend, apply for, and submit applications for potential Forest Legacy Projects.

  • Develop and maintain relationships with stakeholders, including land trust entities, industrial and non-industrial private landowners, steering councils, and the USFS

  • Draft and review documents including; Memoranda of Understanding and Agreement (MOUs and MOAs), escrow instructions for easement closings, etc.

  • Work with Program Manager and project partners to negotiate and coordinate easement terms, stewardship contributions, easement violations, and other steps in programmatic implementation.

  • Understand and review conservation easements, appraisals, title reports, mineral surveys, forest stewardship plans, environmental site assessments, baseline reports, etc

  • Coordinate project appraisals, appraisal review and title search/insurance

  • Promote the Forest Legacy Program through public presentations, media releases, and printed materials.

  • Coordinate monitoring inspections, including determining eligibility for remote monitoring, coordinating site inspections with land owners, and following up with landowners, including working with landowners to resolve any violations.

Minimum Qualifications

Good knowledge of: Best management practices for land management activities.

Experience:

  • Researching, analyzing and monitoring land management issues in relation to existing federal, state and local laws, rules and practices and making recommendations.

  • Serving as a technical resource within an organization on complex programmatic or technical issues, including preparing technical reports; providing guidance to co-workers, the public and other interested parties; and providing recommendations to upper management.

Experience in:

  • Managing complex projects with minimal supervision and project budgets

  • Interacting and communicating with the public, interested parties, government staff and elected officials regarding easement and/or land management issues

  • Reviewing proposals and making recommendations to management

  • Negotiating and administering easements and contracts, including monitoring schedules and budgets; and enforcing compliance of contract terms

  • Using Microsoft Office software and database management systems for data collection, tracking and reporting in support of project activities

Desired Qualifications

  • Strong interpersonal communication skills relating to problem resolution, coordination, and cooperation

  • Knowledge of GIS and experience using remote satellite imagery to analyze land use

  • Best management practices for land management activities

  • Experience managing complex projects.

  • Experience with Microsoft Office and ArcGIS software.

  • Reviewing proposals and making recommendations to management.

  • Experience performing site inspections.

Supplemental Information

Incumbents:

  • May travel up to 30% of the time throughout the state with occasional overnight stays required and are expected to participate in emergency services as needed, which may require specialized training

Overtime/Vacation Accrual FLSA:

The Fair Labor Standards Act (FLSA) code for this position is FLSA S Based on the FLSA code for this position, compensatory time will accrue at a rate of 1.0 hours for each 1 hour of overtime worked. Compensatory time off may be provided in lieu of overtime cash compensation. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/wp-content/uploads/Section2Vacation-1.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked.
