As a Manager of Platform Engineering , you will lead a team of engineers responsible for architecting, delivering, and supporting applications and technologies that support our business and provide value to our customers. You will build and manage the program governance and operational model and will partner with business stakeholders and IT to manage the ongoing performance and relationship of assigned outsourcing vendors. You will be responsible for ensuring vendors meet Premera’s business objectives, performance standards, and contractual obligations. As a leader you will be responsible for motivating and inspiring your teams to build creative and innovative solutions to healthcare problems and opportunities.
This will be a hybrid role on our campus in Mountlake Terrace, WA.
What you’ll do:
Hire, mentor, coach, and lead a team of engineers to drive business results through a regimented focus on key performance indicators and business goals, promoting clarity and motivation to the project team to execute on time, under budget, and in compliance, while delivering high first pass quality with zero rework.
Establish and manage ongoing enterprise support and governance model to support key strategic outsourced vendors.
Develop a team capable of program support. Provide leadership, quality assurance, and oversight to teams accountable for.
Drive vendors to innovate, provide solutions, and meet business challenges.
Develop and implement effective processes, training, and materials.
Ensure operational procedures are in place for divisional workflow.
Provide ongoing contract and relationship management, align prioritization and process with company and division strategy, and ensure that contracts and performance reflect business needs. Establish and manage to program metrics and targets to drive performance in alignment with corporate and business strategies.
Ensure program structure and processes successfully support impacted teams and that deliverables achieve strategic goals.
Proactively plan for operational impacts on vendors and partners with internal business stakeholders and vendors to ensure successful performance management.
Partner with vendors to deliver quarterly or annual business and performance reviews with company senior management and business stakeholders.
Guide and support the engineering team throughout the entire product/service life cycle from ideation, design, build, test, deploy as well as the on-going run, grow, and transform activities.
Identify and execute on opportunities to mature DevOps engineering practices through automation, continuous code deployment, and integrated security.
Drive continuous improvement by championing modern engineering practices such as configuration/infrastructure as code and automated testing with a goal to provide consistency, quality, and reduced time to market.
Drive, execute, and lead your teams with a relentless 'Focus on Customer' - always looking for ways to improve the customer experience.
Lead with an ownership and data driven mentality with a focus on monitoring and instrumenting all aspects of application/services and infrastructure.
Communicate effectively with teams across the enterprise by fostering an open and collaborative environment at all levels.
Continually reassess and challenge the status quo and champion for innovative solutions. Keep abreast of technical best practices and standards while leading change and adoption of new processes and technologies.
Identify, plan, and execute technical priorities relevant to the life cycle management of the teams’ products/services.
Resolve impediments and align priorities with teams across the enterprise as well as with external groups and partners.
Act as technical and business leader sharing knowledge and expertise on business case development, Requests for Proposal (RFP), and vendor negotiation activities.
Accountable for ensuring that team adheres to Premera's System/Software/Secure Development Life Cycle (SDLC), Agile Practices, and Engineering Standards.
Manage multiple deliverables and partner across the enterprise to influence direction, decisions, and priorities as needed. Identify risks to successful execution across all departments. Ensure timely resolution of issues within area of responsibility.
What you’ll bring:
Bachelor’s Degree in Computer Science or related field, or (4) years of experience in Information Technology. (Required)
(6) years of experience in information technology, application development, system administration/engineering, or systems development which includes previous program or team leadership experience. (Required)
Experience with C#/.NET.
Experience with Microsoft Azure.
Knowledgeable in software/system design, development, administration, and testing in Cloud/Hybrid environments.
Ability to leverage metrics to influence business decisions. Possess proven budget and vendor management abilities.
Hands-on experience in building applications and services using public cloud offerings (Azure, AWS, Google).
Knowledge of different application hosting options, such as Containers as a Service (CaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).
Deep understanding and experience with DevOps concepts and their implementation.
Experienced in working in an Agile environment.
Knowledge of various development methodologies and their proper application.
Ability to collaborate cross-functionally to understand shared goals and objectives. Ability to set short and long-term department goals that align with overall IT organizational direction.
Proven track record of delivering high quality products and services resulting in highly satisfied customers. Experience working with vendors to deliver on business needs.
Ability to effectively deal with rapid change in a positive manner and to lead teams through changing priorities.
Knowledge of ITIL and IT Service Management. Understanding of ITIL Foundations including Incident, Problem, and Change Management.
Ability to build successful engineering teams and manage and retain high performing talent. Ability to mentor and foster a positive environment. Model for Premera’s leadership values.
Demonstrated ability to plan work for teams, manage workload balance, and have proven track record of delivering results.
Proven ability to develop effective relationships and to work at all levels of the company including senior and executive management. Experience working effectively across divisional lines in a complex, multi-site organization.

The pay for this role will vary based on a range of factors including, but not limited to, a candidate’s geographic location, market conditions, and specific skills and experience.
The salary range for this role is posted below; we generally target up to and around the midpoint of the range.
National Plus Salary Range:
$131,900.00 - $224,200.00
*National Plus salary range is used in higher cost of labor markets including Western Washington and Alaska .
