How your work would contribute to our organization and the Twin Cities region:

The Engineering & Facilities Department is seeking a Manager, Business Systems 1 to lead a newly developed work unit within the department. The work unit will coordinate support for department software, technology, data, analytics, and document/content management across all divisions, including Facilities Maintenance, Engineering & Construction, and Planning & Administration. The formation of this work unit is a response to strategic growth in the department related to facilities expansion, staffing expansion, electric bus technologies, sustainability initiatives, and cleaning & repair standards. This position works collaboratively with business partners and internal technology departments to advance technology initiatives that support department and agency goals.

NOTE:This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

1.Work Unit Supervision

•Hire and supervise direct reports, including business systems analysts, a document management coordinator, and temporary data collection staff for special projects.

•Set clear expectations and accountability around roles and responsibilities and work plans of work unit.

•Develop positive coaching relationships, maintain ongoing communication, and meet regularly with direct report staff to provide support and oversight for tasks, remove barriers to progress, and ensure accountability for program goals.

•Partner with department staff and peer business units to coordinate work needs, assess technical requirements, recommend solutions, and implement projects.

•Meet regularly with Assistant Director to report progress and barriers and define strategies to overcoming these barriers.

•Engage department leadership and staff to foster a culture of collaboration and innovation around technology initiatives.

2.Application Development & Support

•Oversee development and day-to-day maintenance of department business applications (Transit Stop Facilities Application, Shelter Mobile, EnergyCap, e-

•Builder, Smart Charging, etc).

•Support implementation of enterprise business applications (Enterprise Asset

•Management System, iDash, etc), serving as the department’s technical liaison to technology departments leading implementation.

•Coordinate technical support and training for department technology users.

3.Data Management & Analytics

•Oversee development of data, metrics, and analytics to support department priorities (such as zero emission bus transition plan reporting, energy management, transit stop facilities, cleaning & repair standards reporting, capital planning, etc.)

•Lead coordination with department leaders to define and prioritize performance metrics and align business processes with reporting needs.

•Develop and maintain standard practices for documentation.

4.Content & Document Management

•Oversee implementation of systems and procedures for managing core department technical documents (such as as-builts, specifications, manuals, standard operating procedures, work instructions, property records, and agreements), in coordination with Enterprise Content Management, Real Estate, and Asset

•Management divisions.

•Oversee management of department’s intranet content and Teams/Sharepoint sites.

•Coordinate technical support for department staff to store and collaborate on content (Sharepoint, Teams, ApplicationXtender, e-builder, etc).

•Coordinate department implementation of document retention schedule.

•Coordinate technical support to department staff on document searches.

5.Technology Administration

•Serve as department’s liaison on technology initiatives.

•Represent the department in technology governance work groups.

•Coordinate technology initiatives with internal departments, such as Information

•Services, Asset Management and Business Technology Group.

•Support procurement and contract administration for department technology.

•Develop and provide support for building scopes of work and defining technology requirements. Support evaluation of technology procurement proposals.

•Support development of technology budget for department.

•Maintain a department technology inventory, in coordination with the Business

•Technology Group’s Transit Technology Portfolio.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience and completed education in Business Administration/Management, Information Technology, Computer Science, Urban Planning or related field. Experience must include two (2) years of experience in management, supervisory, or project/ program management.

•Highschool Diploma/GED with nine (9) years of experience

•Associate's degree AND seven (7) years of experience

•Bachelor's degree AND five (5) years of experience

•Master's degree AND three (3) years of experience

Metro Transit Leadership Academy1 year

Project Management Development Program - 12 month session1 year

Project Management Development Program - 6 month session6 months

Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.

What your work environment will be: Most of the work time is performed in a standard office setting. Travel to various locations in the seven county metropolitan areas will be required with occasional out-of-state travel.
