Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer I, II, III, IV:Assists project managers to establish realistic and achievable schedule baselines.Assists with design, computer operations and plan preparation.Coordinates and/or monitors assigned projects/programs/plans.Coordinates phases of preliminary design and revisions in PSE with districts, divisions, Administration, the FHWA,contractors, fabricators, Corps of Engineers and local entities.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.Develops and/or reviews environmental documents and prepares remediation plans.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technicalsupport.Interprets maintenance standards, rules, methods, procedures, practices and policies.Interprets manuals and required guidelines for traffic operations.Makes presentations and represents TxDOT.May serve as a lead worker and the related tasks.Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, specialspecifications or special provisions.Performs data collection, analyses, forecasts and plan development.Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates andcontracts.Performs pavement designs and makes recommendations.Performs planning work such as plan review, calculations and assisting in transportation planning studies.Provides design engineering support for districts in project development.Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.Reviews and assists districts with the planning, design of PSE, and the letting for traffic management systems.Reviews and revises schematics, PSE, project designs, shop drawings and field changes for traffic control devices,signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic managementsystems.Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians.Reviews, processes and certifies project design plans developed by consulting engineers.Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish schedulingand resource management of transportation projects.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing fortransportation projects.Writes/reviews proposals and estimates for letting.Performs other job responsibilities as assigned.Additional Duties for Transportation Engineer II, III, IV:Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.Assists in developing and/or monitoring budgets.Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.Analyzes and assists in the resolution of contract problems and disputes.Coordinates maintenance matters with Area Engineers.Develops standards in conjunction with TxDOT divisions and districts and the Federal Highway Administration and ensurescompliance with National Bridge Inspection Standards.Additional Duties for Transportation Engineer III, IV:Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.Performs highly complex structural analysis of bridge designs.Recommends practices nd procedures for Critical Path Method scheduling, budgeting, resourcing and baseline management.Performs complex hydrologic and hydraulic analysis of structures over waterways and summarizes the analysis in reportformReviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes and managing quality performance measurements.Assists in the development, preparation and letting of maintenance contracts for the district.Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project'simpact on adjacent properties.Provides technical assistance in drainage design, resolution of drainage complaints, hydraulics evaluations and otherhydrology matters.Represents the district/division at technical meetings and public hearings at local, state, federal and/or internationallevels.Responsible for the review of construction related to operations.Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.Trains engineering staff.Updates, reviews, monitors, and/or reviews requests for changes to plans, manuals and/or standard sheets.Additional Duties for Transportation Engineer IV:Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge relatedresearch and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Develops specifications for special bridge design details and projects.Reviews and checks special designs and solutions for unique structural problems.Testifies at condemnation hearings and trials.
