ENGINEERING TECHNICIAN 7

The overall function of this position is to assist the Project Engineer (Engineer 6) in the activities of the Project Engineer’s office for Unit 256, District 61 by supervising a team of engineering technicians engaged in construction inspection duties. Incumbent is responsible for assuring high quality construction work in accordance with plans, specifications and special provisions.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

  1. Generic Option: Possession of a high school diploma or GED plus five years of sub-professional engineering experience.

  2. DOTD Maintenance Option: Possession of a high school diploma or GED plus five years of experience in the construction or maintenance of public streets, roads, bridges, highways or associated structures; or in the maintenance or repair of mechanical or electronic office equipment, precision machinery, or electronic and electrical systems.

SUBSTITUTIONS (applies to both options):

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.

Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.

Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering, engineering technology, construction management, or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:

To supervise the work of a staff of engineering technicians or related positions engaged in a wide variety of sub professional engineering duties, or to supervise maintenance supervisors involved with road/bridge maintenance in one of nine DOTD Districts or a HQ section with statewide responsibilities.

Level of Work:

Supervisor.

Supervision Received:

Broad from an Engineer 5 or higher or comparable level professional manager.

Supervision Exercised:

Direct line over a staff of Engineering Technicians or equivalent level positions, or direct over multiple Parish Highway Maintenance Superintendents, Highway Foreman or comparable supervisory maintenance personnel.

Location of Work:

Statewide. May be used by any state agency.

Job Distinctions:

Differs from professional engineers by the absence of professional engineering assignments and by lack of a professional engineering license.

Differs from Engineering Technician 6 by size of staff supervised or by the presence of managerial responsibilities such as budget, strategic planning, and related duties. See applicable Allocation Criteria Memo. The nature of managerial tasks, complexity and diversity of duties as well as the reporting relationship will also be considered.

Examples of Work

60% Supervises a team of employees engaged in inspection of construction projects which may include PCC Pavement, Asphaltic Concrete, Embankment and Base Course, Pipe Conduit, Pile Driving, Bridge Construction, and Asphaltic and PCC Plant Operations. Assigns work, reviews and approves work for subordinates. Oversees subordinate personnel engaged in monitoring the work of contractor’s personnel for compliance with plans and specifications. Supervises the necessary surveying required to compute earthwork quantities. Coordinates subordinate scheduling with contractor’s work schedules. Able to perform these duties for multiple projects at once.

15% Supervises the establishment of documentation on projects including daily diaries, Asphaltic and Concrete Plant Data, Miscellaneous Testing reports, and field books. Reviews computations for pay quantities through daily measurement and record keeping in order to compile monthly pay estimates. Conducts project close-out procedures, project origination procedures, assists in creating change orders, reviews construction schedules.

10% Conducts performance evaluations, approves requests for leave, determines schedules and resolves disputes between employees.

10% Instructs and trains subordinates in proper construction techniques and Sampling and Testing procedures for quality and quantity of materials including in situ testing with a Nuclear Density/Moisture Gauge.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities. May be required to manage projects outside of typical roadway construction, including facility construction, maintenance activities, utility installation, installation of ITS, lighting, and signalization systems, etc.
