KPMG is currently seeking a Manager, Contracts (GSA Schedule Administration/Management) to join our Enterprise Federal Government Contracting team .
Responsibilities:
Apply a thorough understanding of contract lifecycle management practices to provide cradle-to-grave contract administration support to a diverse portfolio of General Services Administration (GSA) Federal Supply Schedules, Multiple Award Schedules, GWACS(government-wide acquisition contract), and IDIQ's(Indefinite Delivery/Indefinite Quantity), including RFP(Request for Approval) analysis, proposal development support, coordination of appropriate internal reviews, contract negotiation, and contract/task order/modification administration and execution; ensure contracts information/reporting systems (internal/external) are accurate and maintained according to requirements/procedures
Act as end-to-end single point of contact throughout the contract management process, escalating to leadership when necessary; review client redlines and client terms for specific contracts by leveraging professional experience, internal playbooks/guides, and when required, escalate clauses for review to subject matter experts, Risk Management, Independence, and Office of General Counsel, ensuring their input is incorporated into contracts, and negotiate directly with clients
Review, analyze, and process GSA Schedule/Vehicle MASS Mods and Contract Modifications for updates and compliance purposes; support GSA Schedule/vehicle administrative and enhancement Modifications (Authorized Negotiator, Special Item Number (SIN) additions, Rate adjustments); maintain GSA Schedule catalog file(s); review and process Schedule Input Program (SIP) uploads required for GSA Schedule compliance; GSA eOffer/eMod submissions, retrieval, and processing; strong working knowledge of GSA Price Reduction Clause (PRC) and GSA Basis Of Award (BOA) and price discount relationship; coordinate and participate in compliance review activities and audits with relevant partners, senior management and government representatives, as appropriate
Interface regularly and effectively with business partners and professionals and external clients regarding execution of responsibilities and to drive desired outcomes; apply good judgment about risk and growth to protect the organization by creating contracts from the agreed, standardized templates and clauses; conduct client discussions to reach agreement on key business/regulatory risks in real time and provide guidance on applicable terms for specific service offerings to align firm capabilities; participate in client account planning and go-to-market activities
Execute tactical plans that support strategic objectives and establish credibility across peer group and ECC leaders; identify and implement opportunities for innovation within executed tasks, processes, and procedures; may oversee work product(s) and lead entire small projects, managing deadlines, expectations, and often contributing to staffing decisions and supervising the work performed by more junior staff; positively influence and mentor less experienced team members, serving as a credible source of knowledge; provide feedback to such individuals and may also serve as a formal performance manager of a team of junior employees
Qualifications:
Minimum five years of recent experience with GSA Schedule/vehicle level administration and contract management; preferably with the GSA MAS, GSA Office of Acquisition and Information Services (OAIS), GSA Human Capital and Training Solutions (HCaTS), or similar vehicles, within a large professional services firm
Bachelor's degree from an accredited college/university
Knowledge of multiple solicitation types, contract types, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation (DFAR); preferably to have industry certifications and membership to/active participation in the National Contract Management Association (NCMA); knowledge of GSA Federal Supply Schedules/large vehicles, General Services Administration Regulation (GSAR), and GSA Systems (GSA eBUY, eLibrary, SIP)
Ability to identify contract risks and mitigations and identify, analyze, and articulate improvement opportunities based on deep understanding of contract lifecycle management, problematic provisions, market trends, and risk tolerances; comfortable with data and ambiguity, demonstrating the ability to balance attention to detail and a focus on big picture events and overall strategy
Proficient in Microsoft Tools; particularly Microsoft Word, PowerPoint, Visio, Excel; excellent trouble-shooting and organizational skills and ability to work on multiple projects simultaneously
Strong verbal/written communication skills, reading comprehension, and critical thinking skills with ability to effectively interact with individuals at all levels of responsibility and authority; must be able to prioritize, delegate and foster the development of high-performance teams to lead and support an environment driven by customer service and teamwork
