Careersource North Florida Operations Director in Madison, Florida

This is a highly-responsible position which requires the utmost trust and attention to detail. Under the direction of the Executive Director, provides general direction and over site of Special Grant Projects, Welfare Transition Program including Summer Youth Experience Program, Supplemental Nutrition Assistance Program, and other labor exchange services for targeted populations. Ensures that staff members have the programmatic knowledge and job related skills required to deliver services appropriately within these programs. Researches, reviews, analyzes and interprets relevant laws, regulations, policies, guidelines, best practices, and internal processes as they pertain to services and recommends area-wide procedural and policy changes in response to ensure program effectiveness. Develops, organizes and administers policies and procedures to ensure strategic, administrative, and operational objectives are met. The Operations Director is the Subject Matter Expert on TANF/WT, including owning the SYEP program for the area, SNAP, and RESEA. Responsible supervisory work in providing employment customer service and the timely delivery of various Workforce services.

Essential Job Functions Directs and provides guidance for staff in implementing WT, SNAP, RESEA, and other programs for targeted populations. Provides approval for training and support services in the aforementioned programs, and maintains accurate records of obligations and expenditures to ensure the proper expenditure rate. Provides approval for vouchers and expenditures. Designs, delivers, tracks all training and technical assistance on an as needed basis to staff. Works cooperatively with the Quality Manager and Deputy Director for seamless services to customers, and development of applicable policies and procedures. Interprets, analyzes, and implements state/federal level policies and procedures. Monitors, tracks and reports on programmatic performance related to established standards. Conducts, reviews and prepares analytical reports and evaluations for use by the Executive Director and Board in strategic planning. Creates/provides timely reports on Special Projects and Grants that are required. Oversees SYEP, from planning to implementation. Serves as an onsite SME for Employ Florida, with some administrative privileges. Provides oversight to Mobile Operations, affiliate sites, and other operational locations. Provides facility administrative functions including maintenance, safety, and access. Makes, maintains, and communicates schedule for all staff. Owns Continuity of Operations Plan. Assists the Executive Director in strategic planning activities. Participates in hiring, evaluation, and other decision-making for staff. Coaches staff for optimal performance. Provides customer and case management in the absence of competent staff. Fosters excellent relationships with community partners. Serves as backup to ED for 4 Transportation Disadvantaged Boards. Develops, manages, and carries out programs and tasks to improve organizational effectiveness and to meet goals, including ongoing professional and personal development. Represents LWDA 6 at meetings and conferences as needed or requested by Executive Director. A member of and contributes to the FWDA COO group. Maintains compliance with all personnel policies and procedures. Performs other job functions as required. Works in collaboration with others to match customer skills with available placement opportunities and for the successful implementation of special projects. Assists in the resolution of customer complaints, concerns, and issues. Maintains compliance with all personnel policies and procedures. Ensures the office maintains a professional image and insists on excellent customer service form all staff in the resource room. Assists with monitoring of Workforce programs. Serves as EOO (Equal Opportunity Officer) for CSNF. Represents Workforce in a professional manne at all times. Performs other job functions as required.

Minimum Education and Experience Bachelor's degree from an accredited college or university in a related field including three (3) years of responsible level experience with at least two (2) years of related supervisory experience, or an equivalent combination of education, experience, or demonstrated competence.

Knowledge, Abilities, and Skills Knowledge of modern employment counseling services. Knowledge of CSNF goals, objectives, and policies. Knowledge of modern management and supervisory principles and practices. Proficient in computer applications and use of data management programs. Ability to establish and carry out goals and objectives. Ability to manage and supervise others effectively. Ability to communicate effectively both orally and in writing.
