Job Summary & Purpose
Supports the Utility Rates & Pricing leadership and the Regulatory Data Coordinator in ensuring that the growing data needs required for Operating Company rate filings and for internal reporting are provided timely through coordination with the appropriate IT, billing, and/or other data owners with the Company. Responsible for timely and accurate development of utility load research, external allocation factors development, regulated rate filings and the development of new pricing structures.
Job Duties/Responsibilities
Primary job responsibilities are to provide high performance professional staff support in varied technical activities including but not limited to:
This position has primary responsibility for the planning, scheduling, and coordination of load research sample services and the in-depth design, analysis, and utilization of load research data;
Provide support to the Manager of Utility Pricing and Analysis and the Data Coordinator to ensure the Operating Companies and corporate needs and objectives are met to support regulatory filings and analysis, as requested;
Support Economic Development, Forecasting, Customer Experience, Energy Efficiency, DSM, Lighting and other Company initiatives, as requested;
Provide timely and accurate information supporting Operating Company cost of service studies for regulatory rate filings, rate design, forecasting demand, energy and sales, demand side management, energy efficiency, innovate customer solutions, accounting and sales, and other job functions;
Actively pursue improvements to current processes through collaboration within Regulatory Services, the appropriate IT and Customer organizations, billing, and/or other data owners within Entergy and with appropriate external vendors;
Through collaborative efforts develop and deploy solutions/tools that improve efficiency and enhance the company’s ability to better allocate costs, design rates, address emerging analytical needs;
Support witnesses in rate case proceedings by completing and/or coordinating the completion of written testimony, minimum filing requirement schedules, exhibits and/or workpapers; or serve as expert witness in regulatory proceedings;
Prepare and/or review responses to data requests and other discovery requirements;
Support resolution of issues of regulatory proceedings involving Entergy Operating Companies;
Ensure that all workpapers, filing documents, testimony, and data request responses are adequately reviewed for accuracy in a complete and timely manner.
Support the training and development of staff, ensuring staff is cross-trained and developed in overall rate case development.
Complete other ad hoc analysis as needed.
Analysis performed in this role is shared throughout Entergy to support the various initiatives that require customer load data and can ultimately impact Entergy’s generation assets, load resources, customer view, and product and services offered to the customer.
This position requires a broad knowledge of both utility operations and analytical methods and techniques employed in research processes. They should have considerable knowledge in statistical methods used in sample design, sample selection and data expansion as well as in techniques of data collection, processing, and analysis.
Additionally, this position requires an understanding of the electric usage characteristics and parameters such as units of measure and the impacts of those on the utility’s operation. Understanding the goals of other departments concerned with load data, such as Rate Design, Regulatory Affairs, System Planning, and the requirements of outside regulatory agencies.
Minimum Requirements
Minimum education required of the position
Bachelor’s degree related field - Economics, Math, Engineering, Computer Science, Accounting, or related fields preferred.
MBA or other Advanced Degree is strongly preferred.
Minimum experience required of the position
Minimum: 5+ years of experience in a relevant role within the electric utility industry or 10+ years of professional relevant experience.
Preferred: 7+ years' experience in electric utility data analysis and/or industry load research development.
Desired: Minimum 3+ years, advanced Excel, Access and Powerpoint skills, Python, Load Analysis, customer data analytics, electricity pricing experience, customer load research, external allocation factor development, allocated cost-of service development, electric utility billing, rate administration, and/or highly related experience. Experience working with the UII regulatory models.
Minimum knowledge, skills and abilities required of the position
Knowledgeable of utility industry and regulatory practices.
Experience in developing load research samples, load profiles and load analysis
Knowledge of statistics and experience using statistical packages for analyzing datasets.
Experience in load research and profiling using load research software.
Programming experience is highly desirable.
Understanding of rate-making principals/rate regulation is highly desirable.
Demonstrated analytical, problem solving and project management skills.
Self-starter and requires little or no supervision.
Ability to guide staff in the development of models and analytics.
Ability to perform detailed analysis and convert this analysis into meaningful summary for which to make recommendations.
Ability to work effectively on multiple assignments.
Flexible and able to adjust to changing priorities.
Willing and able to perform other duties as required and learn new processes and technologies.
Able to work under pressure as a result of deadlines beyond control of the work group.
Advanced skills utilizing Microsoft Office, UII, Load Analysis, Python and/or other applicable mainframe business applications and tools.
Proficiency in customer information systems including CCS and BW is highly desirable.
Effective oral and written communication skills.
