Northrop Grumman Mission Systems (NGMS) is seeking a Director of Programs 1 , located at our Linthicum, MD campus, to provide leadership for the Advanced Electronics (AE) Operating Unit (OU) within the Advanced Technology (AT) Business Unit. AT resides within the NGMS Emerging Capabilities Development (ECD) organization and forms the front-end of the ECD technology development pipeline. This exciting role reports to the AT director with opportunity for visibility to executive leadership.

What You’ll get to Do:

The AE OU Director will lead a team of managers and matrixed technical staff to ensure the organization is successfully managing and capturing a variety technology development programs related to advanced microelectronics for application in Radio Frequency (RF) and Electro-Optical / Infra-Red (EO / IR) sensor systems. These programs are expected to focus on the development of advanced devices and will often include integration and demonstration in higher-level RF and EO/IR sensor subsystems, including antennas, focal plane arrays, receivers, exciters/transmitters, and processors. The AE Director will serve as the primary point of contact to customer R&D organizations and will be expected to develop trusted relationships earned through genuine and productive engagements focused on collaborative problem solving. The AE Director will also be expected to collaborate across ECD, the Mission Systems Sector, and more broadly across Northrop Grumman to ensure the AE organization has a coordinated technology strategy that effectively identifies and matures technologies that are critical to our customers and Mission Systems business areas. The AE Director will lead the development of strategies for winning R&D programs and ensure the team is creating compelling R&D proposals based on scientific and technical rigor coupled with a solid understanding of the customers’ needs, desires, and constraints.

The ideal candidate will have a strong technical background in integrated circuits and sensors, and this position is expected to have an emphasis on devices for RF and EO/IR sensors and sensor/device technology with highly integrated processing, including non-traditional processing technologies. A background in semiconductor device physics, materials science and semiconductor device fabrication is also helpful. This position requires strong oral communication skills, executive presence, and technical writing abilities to support proposal development and briefings across Northrop Grumman and customer organizations.

Other responsibilities include:

  • Providing overall team leadership to include fostering a culture of diversity, inclusion, and pioneering innovation.

  • Creation of new and innovative program concepts and develop business opportunities.

  • Creation of an annual operating plan for new business awards and sales and ensuring the organization is meeting its planned objectives.

  • Ensuring programs are meeting cost, schedule and technical performance objectives and participating in the negotiation of contracts and contract changes.

  • Coordinating the preparation of proposals, business plans, proposal work statements and specifications, cost estimates, and financial terms/conditions of contract.

  • Acts as customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

  • Leading business development efforts to expand current programs and capture of new programs.

  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.

  • Conducting risk and opportunity management including risk identification and mitigation.

  • Establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions, such as allocation of resources or changing contractual specifications.

  • Directing the work of employees assigned to the program from technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program.

Basic Qualifications:

  • Bachelor's Degree and 10 or more years of relevant experience, a Master’s Degree and 8 or more years of relevant experience, or PhD and 6 or more years of relevant experience.

  • Demonstrated success in managing projects to cost, performance, and schedule requirements.

  • Demonstrated success in leading and developing cross functional teams.

  • Ability to travel up to 25%.

  • An Active DoD Secret security clearance or DoE equivalent.

Preferred Qualifications:

  • Experience interfacing with DARPA and other S&T (Science and Technology) customers in the development of advanced electronics.

  • Detailed knowledge of the DARPA planning, program creation, and program management processes.

  • Three years of functional/program management experience in military/defense systems.

  • Technical MS or PhD degree (math, engineering, science).

  • Active SAP and SCI clearances or ability to obtain them.

Salary Range: $200,100 - $300,100

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
