Position Summary Information

General Summary

The FOG Investigator enforces requirements contained in commercial food service establishments ( FSE ) discharge permits. The FOG Investigatorconducts field inspections, investigations, and sampling of FSE discharges in support of the Fats, Oils, and Grease ( FOG ) Program in accordance with federal, state, and WSSC Water requirements and regulations and the Sanitary Sewer Overflow ( SSO ) consent decree requirements. Compiles data and generates detailed reports for submission to the state and other agencies as mandated. Serves as the primary liaison between the WSSC Water and FSE’s using the sanitary sewer system..

Essential Functions

  • Performs and documents comprehensive FOG field inspections and FOG field investigations related to commercial FSE discharges into the Commission’s sanitary sewer system to determine compliance with pollution control standards and regulations, consent decree order, and Modified FOG Program ( MFP )

  • Conducts research on facility ownership, sewer maintenance history, televising reports, and rehabilitation recommendations

  • Prepares reports of FOG investigations and FOG inspections as required under Federal, State, and local regulations and agreements

  • Reviews, analyzes, maintains, and summarizes data collected from FOG investigations, FOG inspections, FOG violations, FOG enforcement actions, and plumbing inspections for compliance with applicable regulations

  • Issues enforcement actions and ensures FSE responses and corrective measures are adequate to prevent future violations

  • Assists customers with FOG Program-related questions and requirements including completing the required FSE FOG Wastewater Discharge Permit application process, cleaning and maintenance of grease abatement systems, and process and procedures for corrective actions on enforcement actions

  • Prepares correspondence and reports (internal and external) in support of program needs and those of senior leadership

  • Reviews and approves plumbing plans and permits issued for the installation of grease abatement technologies in conjunction with violations for compliance with the WSSC Code and makes recommendations as necessary

  • Drives a vehicle to conduct WSSC Water business

Other Functions

  • Performs community education and outreach regarding the effects of FOG on wastewater systems and treatment plants

  • Collaboratively works with other sections within WSSC Water to ensure FOG violation plumbing permit inspections are completed

  • Reviews grease disposal manifests to ensure Waste Haulers are adhering to the general guidelines of their Waste Hauler Permit

  • Responds to and investigates complaints of sanitary sewer overflows and takes enforcement action as necessary

  • Prepares detailed case summaries on FOG -related violations to support WSSC Water legal staff in the prosecution of civil environmental offenses and damage recovery suits; testifies in court hearings and trials as needed

  • Provides technical support and assistance to local environmental and health officials responding to environmental incidents that involve WSSC Water sewers or regulated commercial FSEs

  • Meets with representatives of industrial and commercial facilities, trade organizations, Federal, State, and local agencies, and other Commission offices to discuss FOG discharge problems, corrective actions, and describe various aspects of the FOG Program

  • Performs special studies and surveys as directed to achieve program objectives

  • Prepares diagrams and flow charts of commercial FSE processes and treatment systems

  • Processes FSE FOG Discharge Permit applications for the issuance of the FSE FOG Discharge Permit

  • Serves as acting FOG Supervisor or FOG Section Manager as needed

  • Performs related duties as required

Required Knowledge, Skills, And Abilities

  • Knowledge of the principles and practices of commercial food service establishment ( FSE ) fats, oils, and grease ( FOG ) control and processes

  • Knowledge of environmental laws, regulations, policies and procedures governing or related to pretreatment and industrial waste sampling

  • Knowledge of chemistry and biology as they relate to environmental issues

  • Familiarity with plumbing and grease abatement technology, installation operation, and maintenance

  • Ability to enforce pollution control laws, rules, and regulations with firmness and impartiality in a potentially hostile environment

  • Ability to interpret engineering plans for FSE grease abatement systems

  • Ability to perform scientific and investigative research and prepare reports

  • Ability to work effectively with government officials, industrial and commercial representatives, consultants, Commission employees, and the general public

  • Ability to communicate effectively, both verbally and in writing; ability to exercise independent judgment and work with a minimum of supervision

  • Ability to perform strenuous work outdoors in all weather conditions

  • Proficiency with Microsoft Office Suite

Minimum Education, Experience Requirements

  • Bachelor’s degree in chemistry, biology, environmental science, environmental engineering, law enforcement, construction management/design, or related discipline

OR

  • Associate degree in chemistry, biology, environmental science, environmental engineering, law enforcement, construction management/design, or related discipline

  • 2+ years of construction, maintenance, or plumbing experience installing, designing, and maintaining grease abatement systems

OR

  • High School diploma or equivalent

  • 4+ years of construction, maintenance, or plumbing experience installing, designing, and maintaining grease abatement systems

Additional Requirements

  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

  • Possession of a WSSC Master Plumber License

  • College coursework in technical writing

  • Familiarity with general use of computer-aided programs such as ePermitting, ProjectDox, CADD , Visio, WebMap/ GIS , MWM , LINKO and C2M applications

Salary$82,732 - $140,868
