ABOUT THE WORK UNIT
The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property, resources, environment, and quality of life in Colorado. The Division safeguards the public through fire prevention and code enforcement; wildfire preparedness, response, suppression, coordination, and management; training and certification; public information and education; and technical assistance to local governments.
The Professional Qualifications and Training (PQT) Section of DFPC is responsible for education and training programs for firefighters, hazardous materials responders and emergency responders. The section proctors and scores all certification examinations for the state’s firefighter and hazardous materials responders.The section maintains the database of those professionals for the International Fire Service Accreditation Congress (IFSAC) and National Board of Fire Service Professional Qualifications (Pro Board). The section also issues licenses for fireworks display operatorsand pyrotechnicians.
ABOUT THE JOB
This position is responsible for supervising the regional training officers in each of the four quadrants of the state and designing and implementing strategies and processes for training and education aspects of fire suppression, hazardous materials, fire prevention, specialized rescue operations, and other related topics. Position provides technical assistance, consultation and training to fire service personnel on a statewide basis. The position assists in the development, delivery, coordination and tracking of multiple DFPC and cooperator trainings and exercises. The position is supervised by the Chief of the PQT Section of DFPC. This position also serves to ensure Division compliance with all Department wide training programs required by the Governor’s Office, HR and the Compliance Section. This position also works to identify, procure and administer an internal records management system to track DFPC Regional Training Officerpersonnel certifications, run reports and exposure information.
PQT Training Program Oversight
Serves as the State Training Point-of-Contact for all local fire and emergency response training agencies and Colorado regional training groups. Develop, plan and schedule comprehensive firefighter and hazardous materials responder training. Coordinates training activities at the state, local, tribal, and federal level, especially those funded by the USFA and Hazardous Materials Emergency Preparedness (HMEP) performance grants. Oversees approved contractor staff for delivery of the approved curriculum. Ensures that training objectives are met and evaluates the effectiveness of course delivery. Evaluates on a qualitative and quantitative basis, the effectiveness of programs in meeting established goals and objectives. Helps develop training plans to better provide for the training needs in the fire and hazardous materials response training arenas. Coordinates delivery of conferences, workshops, and training classes that enhance the capabilities of local government. Assists in the planning and development of course curriculum for classroom delivery. Evaluates course curriculum and programs of instruction for compliance with USFA and NFPA rules/regulations and facilitates the course approval process. Routinely facilitates training/meetings to internal and external stakeholders. Builds capacity statewide through training and exercise support. Identifies curriculum and/or facilitates training through use of appropriate instructional methods and adult learning principles, and develops instructor and evaluation tools, compiles results, and provides follow-up for course improvement. This position will provide assistance to fire department training programs, and assist with coordination of special training programs to ensure professional performance and compliance of Colorado's public safety personnel and agencies with respect to DFPC Policies and Procedures and Administrative Rules. Ensures safety processes are in place and compliant with applicable standards and training for all PQT sponsored training courses. Develops new policies and procedures governing DFPC-provided training. Manages all logistics of maintaining and servicing mobile training props, including troubleshooting issues and working directly with vendors to minimize timeframes that training equipment is out of service. Meets regularly with PQT and DFPC staff to ensure successful coordination and administration of grant programs and training offerings provided by and through DFPC.
Program Personnel Oversight
Supervises all Regional Field Training Officers (RFTO) staff assigned to the PQT Section. Determines performance expectations for RFTOs. Develops performance management plans, provides regular feedback on job performance to subordinates, and addresses performance problems in a timely manner. Establishes clear performance expectations and objectives. Adheres to State Personnel Rules and CDPS Policy and Procedures. Arranges training and professional development opportunities for staff. Works with the Internal Training Officer to cross-train appropriate WFMS wildland fire personnel on structural firefighting and hazardous materials response programs. Solicits performance feedback from internal and external stakeholders to ensure staff is delivering excellent customer service and being accountable to stakeholders. Coordinates with staff on work schedules. Verifies employee time keeping, monitors and approves personal leave, and approves travel and procurement expenditures.
Training and Equipment Needs Assessment, Strategic Planning, Evaluation
Position designs and implements a statewide training and equipment needs assessment. Conducts a needs-assessment with stakeholders to identify shortfalls in the State’s fire training programs in order to better support the DFPC’s Strategic Plan, State Preparedness Goal, and local government. Identifies the need for updates and modifications to training activities such as technologies, programs, and requirements including integrating new material into established training activities. Once needs are identified, the position designs a strategic plan to address deficiencies and state, regional, and local training priorities. Position establishes benchmark and objectives and develops an evaluation plan to document progress towards meeting those benchmarks and objectives. Collaborate with state and regional groups, such as the Colorado Fire Training Officer’s Association (CFTOA) to ensure that the fire training efforts in Colorado coincides with cutting edge training that is being conducted throughout the country and work to drive forward the DFPC Strategic Plan. Conducts research relevant to course development and revisions, changes in policies and procedures, professional development plans, and the delivery of courses in conjunction with various constituent groups.
Internal DFPC Training Duties
The incumbent coordinates a staff training program based on DFPC goals and PQTS employee needs. This position is the DFPC lead for the CDPS SABA based training programs rolled out from the EDO to the Regional Training Officers. Mandatory training will be monitored and results will be supplied to supervisory staff as necessary.
Grant Management
Position oversees the personnel that coordinates and administers the technical aspects of DFPC grant requests including the grant applications, reviews, and reporting to ensure technical data is accurate and relevant. These grant programs include but are not limited to HMEP and NFA. The position serves as a supervisorial point of contact for the Fire Fighter Safety and Disease Prevention Grant administered by DFPC.

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
Possess DFPC Certifications in the following (please make sure to upload copies of your certifications with your application):
Fire Instructor I;
Hazardous Materials Awarenss/Operations (or Operations);AND
Firefighter II
Preferred Qualifications
Possess DFPC Certification as Fire Instructor II and/or DFPC Fire Officer I
CONDITIONS OF EMPLOYMENT
Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire.
This position will operate a pool car to travel to meetings around the state.
Applicants must be willing to be fingerprinted, successfully pass a polygraph, and medical certification including drug screen as a condition of hire.
