Description of Job

Division of Gaming:

Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.

What we do:

  • Processing license applications and collect fees.

  • Conducting background investigations of applicants.

  • Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.

  • Conducting criminal investigations.

  • Conducting compliance inspections.

  • Providing educational services to licensees and the public.

    A typical day in the life of a Criminal Investigator IV:

    Conducts investigations of violations of limited gaming and criminal laws. The position observes, takes, and documents criminal complaints, plans and conducts investigations of alleged violations of Colorado Revised Statutes, Colorado Limited Gaming Statues, and Colorado Limited Gaming Regulations, and determines if criminal charges are warranted. Position responds to inquiries from casinos, casino patrons, and other agencies. Regularly provides cross-training of staff to ensure program coverage and opportunities for staff development and also develops and provides training to the regulated industry.

    Primary Duties:

Conduct Financial Investigations

  • The position’s primary duty is to conduct complex financial investigations, and backgrounds, and assist investigators who investigate companies and individuals seeking a gaming license in Colorado, or who are already licensed. Such an investigation involves an analysis of the capital structure of a business entity to identify all parties who may have a claim to the company’s assets, including those whose ownership may not have been declared to the Division.

  • Investigation of individual owners and company management to determine their suitability for licensing.

  • Makes recommendations to the Division and the Commission with respect to the suitability of an applicant for licensing.

    Conduct Criminal Investigations & Criminal Enforcement

  • Conduct criminal investigations and investigators. The criminal investigator conducts investigations into any matters regarding licensing or applicants that violate Colorado Limited Gaming Control Act of 1991, any other local, state, or federal laws.

  • The criminal investigator conducts investigations into hidden ownership and money laundering schemes, sources and/or distribution of illegally obtained funds, and thefts by associated and non-associated individuals.

  • Receive notification of violations from applicants, conducts investigations, and initiates appropriate actions which can include criminal charges.

    Background Investigations & Regulatory Enforcement

  • Plans, coordinates, and conducts complex investigations involving multi-jurisdictional and multi-national entities. Prepares detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to determine suitability for licensure.

  • Conduct annual (or as needed) renewal, expansion or change of ownership investigation and completes a detailed written report and presents the findings to the Colorado Limited Gaming Control Commission.

  • Reviews “problem” applications and initiates appropriate disciplinary action for presentation to the Director of the Division of Gaming or the Colorado Limited Gaming Control Commission. This position receives applications and reports containing areas of concern from their supervisor for review to determine if disciplinary action is warranted and to what degree. These cases can be complex and require complete knowledge of the Colorado Limited Gaming Control Act of 1991, rules and regulations; and local, state, and federal laws. Interpretation of all relevant laws and regulations must be applied consistently.

  • Acts as a Division resource for financial training for investigator positions and provides training and makes presentations when requested. Receives requests from the industry on a regular basis. Is periodically needed by criminal investigators to provide guidance/training such as when completing reports of a financial nature. Must stay current on all rules/regulations and the Colorado Limited Gaming Statutes.

MINIMUM QUALIFICATIONS:

Experience Only:

Eight (8) years of full-time professional investigative experience in a regulatory environment or equivalent.

*Current valid COLORADO POST Certification.

OR

Education and Experience:

A combination of related education in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department , formalized apprenticeship program, certification, and/or full-time professional investigative experience in a regulatory environment or equivalent equal to eight (8) years.

*Current valid COLORADO POST Certification.

Necessary Special Requirements:

  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division.

  • Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Gaming Division.

  • Applicantsmust becurrentlycertified as a Peace Officer in the State of Colorado. A copy of your POST certificateMUST be submitted at the time of your application.

  • Must be willing to work nights, rotating shifts, weekends with on-call status, holidays, and be able to do extended travel.

  • Must be able to qualify and maintain qualification with a firearm.

  • Must be able to certify and maintain certification in arrest control techniques.

  • Must possess and maintain a Colorado driver's license.

PREFERRED QUALIFICATIONS and COMPETENCIES:

The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • State experience in a regulatory environment.

  • Experience in accounting and/or financial investigations/audits.

  • Ability to work with a diverse group of stakeholders with competing interests.

  • Active policing in the community equivalent to police patrol officer, sheriff deputy state trooper/police.

  • Proven ability to work independently and accept supervision.

  • Proven success organizing and tracking workload.

  • The preferred candidate will be currently employed as a detective or criminal investigator and possess patrol/police officer experience.

  • Additional years of experience in professional investigative and/or compliance experience in a regulatory environment.

  • Outstanding candidates will have recent experience with: investigations involving interpreting and applying statutes and researching databases.

  • Proficiency in the Microsoft Office Suite.

  • Proficiency in Google Office.

  • Excellent oral and written communication and interpersonal skills.

    Conditions of Employment with the CDOR :
