The primary purpose of this position, Lead Industrial Engineering Technician, NJ-0895-4 is to serve as a Team Leader for 309th Electronics Maintenance Group, OCONUS duty station Kadena, Air Base, responsible to their supervisors or managers for assuring that the work of their assigned team is carried out by performing a range of planning, coordinating and coaching. Responsibilities - Perform technical and administrative lead duties on a regular basis by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency, and/or occupational specialization, making adjustments to accomplish workload timely. - Exercise independent judgement in directing and assigning work amongst employees by using determinative factors such as team members expertise, experience, competence, workload availability, work priorities and team member functional development. - Monitor organization compliance with legal and regulatory requirements and meet customer needs. - Establish, develop, and maintain effective working relationships with all levels of management. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions to include the Individual Occupational Requirements (IOR) for the Industrial Engineering Technical, 895 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-11, NJ-03, or equivalent in other pay systems. Examples of specialized experience includes experience that involved work measurement, simplification, and standardization; methods analysis and improvement; analysis and design of work center facilities and equipment; and/or planning and control of industrial operations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a variety of industrial engineering technician techniques and processes to include work measurement, methods improvement, engineered time standards development, Methods Time Measurement, Defense Work Methods and Standard (DWM&S), layout design and cost analysis. 2. Knowledge of safety, security, and environmental regulations, practices, and procedures. 3. Knowledge of EEO, labor management, personnel management policies, practices and procedures including the ability to adjust work operations to meet emergencies; the ability to analyze plans and adjust program or production requirements within available resources and with minimum sacrifice of quantity or quality; and the ability to establish objectives or performance goals and assess progress toward their achievement. 4. Knowledge and experience with Aircraft Programs, depot maintenance operations including production planning, scheduling, and material storage/distribution, as well as, production materials and methods, concepts, practices, and techniques critical to repair, manufacturing, and modifications of major weapons systems and components, and the knowledge of mechanics and construction, maintenance and repair facility work processes and methods. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
