Position Summary

Position is responsible for providing supervision, provides managerial oversight/coordination to the various functional units of the Marion County Clerk's Office. Assists superior in daily operational management activities; provides work direction, training and supervision to subordinate employees; monitors departmental effectiveness and cash flow procedures. Participates in strategic/budgetary planning processes.

Position Responsibilities

Develop and implement administrative/office management policies, procedures and strategies for the Clerk's Office; reviews operational data (e.g. cash flow information) to verify/assure work unit effectiveness; and modifies processing/operational practices as necessary.

Recommends operational control/efficiency management programs and/or policies/goals desired; develops, recommends and implements new/revised programs to enhance operational effectiveness.

Provides work direction, training and supervision to subordinates in effectively processing and posting/recording requisite documentation. Resolves subordinate technical questions and concerns; explains/devises operational control/management policies/procedures; investigates internal legal and/or policy violations among employees; participates in hiring, recommending to superior discipline/termination procedures; conducts performance evaluations; and formulates plans for employee improvement, as necessary.

Serves as liaison including responding to questions, problems, and concerns of outside vendors, other city/county agencies and courts and public on behalf of the Marion County Clerk's Office.

Reviews general financial/account information and performs basic calculations (e.g. totals columns of numbers) on requisite data to assure completeness and accuracy. Informs superior of noted inaccuracies, and assists superior in resolving issues.

Provides and receives standard/detailed information concerning the working units; determines appropriate course of action and/or problem resolution techniques to resolve a problem, complaint and/or special request.

Performs the daily supervision of departmental staff and operations; coordinates schedules and work flow; review work of staff; monitors staff performance; enforces policies, procedures, and standards. Ensures proper coverage of necessary job duties.

Maintain accurate data base for time keeping of subordinates, including family medical leave and short-term disability.

Approve time.

Responsible for all other duties assigned by the Clerk, Chief of Staff, Chief Financial Officer and/or Division Manager.

Qualifications

Required Bachelor's degree in Criminal Justice or related field and two (2) years of previous supervisory experience is required. Excellent verbal and written skills are required. Requires strong customer service skills and ability to promote teamwork, and build effective relationships.

Independent Judgment

Position requires the knowledge of established policies and procedures, which controls most of the incumbent(s) actions. Individual will receive direction from the assigned Division Manager and will complete tasks for the division in the absence of the assigned Manager.
