UTILITY BILLING SUPERVISOR

Basic Func on
Under the general supervision of the City Clerk/Finance Director, the U lity Billing Supervisor is responsible for overseeing
the u lity billing opera ons, ensuring accurate and mely billing, maintaining records, and supervising staff. The role re-
quires strong a en on to detail, organiza onal skills, and the ability to provide excellent customer service to residents
regarding u lity billing inquiries. Addi onally, this posi on is responsible for overseeing invoicing, accounts receivable,
and ensuring proper recording of all revenue to the appropriate general ledger accounts.
Essen al Du es and Responsibili es
Supervise the u lity billing process, including billing cycles, adjustments, and account maintenance.
Ensure mely and accurate prepara on and distribu on of u lity bills.
Manage customer accounts, handle billing disputes, and resolve inquiries related to u lity services.
Maintain and update customer account records in the billing system as well as establish and maintain complete
record systems as required for financial and audit purposes. Process payments, adjustments, and refunds in
accordance with city policies.
Generate reports related to u lity billing, delinquent accounts, and revenue tracking, as well as financial statements
related to u lity billing opera ons.
Oversee and process invoicing for all u lity services and other city receivables.
Monitor accounts receivable to ensure mely payments and follow up on delinquent accounts.
Properly record all revenue to the appropriate general ledger accounts and reconcile discrepancies.
Process payments, adjustments, and refunds in accordance with city policies.
Train, supervise, and evaluate u lity billing staff, ensuring compliance with policies and procedures.
Answer telephone calls, provide informa on to customers, and escalate issues when necessary.
Perform other related du es as assigned.
Qualifica ons
Considerable knowledge of modern office prac ces and proficiency in u lity billing so ware,
and Microso Office Suite.
Some knowledge of accoun ng principles related to billing, accounts receivable, and financial
reconcilia on.
Ability to analyze and resolve billing discrepancies and customer concerns and apply procedures and best
prac ces based on municipal u lity regula ons and ordinances.
Ability to establish and maintain effec ve working rela onships with employees, officials, and the public.
Ability to supervise and provide leadership to subordinates.
A posi ve a tude and a willingness to help with various office issues as they arise.
Educa on and Experience
Associates degree required; bachelors degree preferred
Three years of experience in u lity billing, accoun ng, or general office work required; four years preferred.
Physical Requirements
Light physical effort is required. Individual must be able to stand, walk, sit, li , carry, push, pull, kneel, reach,
grasp, speak, and listen for extended periods of me.
Working Condi ons
Work is normally performed in a typical interior work environment which does not subject the employee to any
hazardous or unpleasant elements.

SALARY: The salary range for this posi on is \$19.83 to \$28.75 per hour, depending on experience.
