Air Force Materiel Command ATTORNEY-ADVISOR (LABOR) in Hill AFB, Utah

The primary purpose of this position, ATTORNEY-ADVISOR (LABOR) NH-0905-04, is to provide senior attorney support to the Judge Advocate, and serve as senior legal advisor to the commanders, management officials and the Civilian Personnel Office on all employment and labor law issues at Hill Air Force Base (HAFB). Responsibilities Serve as Senior Labor Litigation Counsel. Serve as Senior legal advisor and counselor primarily for the Ogden Air Logistics Complex (OO-ALC) and occasionally for the 75th Air Base Wing and its subordinate organizations, tenant units at Hill Air Force Base (HAFB), and organizations at other installations. Under the direction of the Chief of the Civil Law Division, performs the duties of the Chief, Labor Law Branch. Perform other legal duties as assigned by the Staff Judge Advocate and Chief, Civil Law Division. Represent the Air Force in third-party administrative proceedings such as appeals to the MSPB, EEO investigations and hearings before the EEOC, unfair labor practice charges before the FLRA, arbitrations arising under negotiated grievance procedures in collective bargaining agreements, and representation in complaints brought by the Office of Special Counsel. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. A copy of the Bar Card is not sufficient proof of good standing. QUALIFICATIONS REQUIRED AT THE NH-04 (GS-14 or GS-15) LEVEL: The attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Level of Supervision. Attorneys performing duties in GS-15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of federal, state, and local laws, regulations, precedents, and procedures related to Federal labor and employment law and litigation. 2. Extensive litigation experience before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, other administrative adjudicative bodies, and/or federal courts. 3. Skill in effective written and oral communications. 4. Ability to research case law and regulations relating to legal issues, inclusive of computer-based research tools. 5. Ability to mentor, assist and train less experienced attorneys, as well as commanders, managers, and personnel specialists in the evaluation of complex legal issues relating to agency personnel and personnel policies, laws and regulations. PHYSICAL REQUIREMENTS: The work is primarily sedentary. May require some walking, standing, bending, carrying and /or lifting of light items suck as paper or books. No special physical demands are required to perform the work. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. THe work area is adequately lighted, heated and ventilated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
