The Role

Sr Manager, Federal Programs leads and directs all activities of the Defense Research and Engineering Network (DREN Program Management Office (PMO). The DREN is leading edge technology network supporting critical Department of Defense (DoD) and other governmental agencies and missions. Scope of responsibilities include Operations and Maintenance (O&M) of the customer network, engineering, security, financial program control, Inside Plant (ISP) installations, and Outside Plant (OSP) construction The manager leads dedicated and matrixed support team members to ensure successful performance and sustained strategic growth of the program.

The Main Responsibilities

  • Provide oversight, coordination, and implementation of all program requirements

  • Coordinate directly with the customer at all levels (executive to technical)

  • Provide strategic leadership, planning and support to ensure customer missions are supported and future initiatives and architecture support growth initiatives

  • Communicate policies, purposes, and goals of the organization to subordinates

  • Direct development and implementation of processes and procedures to ensure that the program operates efficiently and address problems and deficiencies swiftly

  • Coordinate network and service implementation activities and provide supervision, training, and direction to support staff

  • Review Request for Engineering Change Proposals, Request for Proposals, Statements of Work, and Request for Information and ensure responses are compliant and competitive

  • Full engagement throughout proposal to project delivery lifecycles

  • Provides comprehensive program reviews to internal and external customers

  • Understand Government contracting requirements and ensure contract deliverable line items are met

  • Understand and adhere to Federal, customer and company policies and practices

  • Manage complex spend plans and ensure all aspects of the program are operating within established budgets

  • Ensure requirements are fulfilled and schedules are met

  • Assess and mitigate operational risks and issues and escalate to upper management as required

  • Develop customer required methodologies, procedures, and systems to produce reports to measure program success and direction

What We Look For in a Candidate

  • Exceptional communication skills - ability to present highly technical information clearly in easy to understand terms to all levels and in various forms

  • Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to the goals and objectives of the team

  • Project Management Professional (PMP) certification or equivalent experience required

Education and Experience:

  • Bachelor of Science degree in Business, Computer Science, Information Systems, Engineering, or other related scientific or technical discipline or equivalent work experience in the telecommunications field. Minimum 12 years of general experience and 6 years specialized

  • General experience: strong work record demonstrating increasing levels of responsibility exceptional leadership and team building skills

  • Specialized experience includes strong telecommunications and networking background; demonstrated ability to provide guidance and direction to diverse teams; proven expertise in the management and control of funds and resources; and demonstrated ability to manage multiple tasks simultaneously

Security Requirements:

  • US Citizenship required

  • Active Secret Clearance

  • Must maintain eligibility requirements for access to classified information (applicants selected will be subject to a government security re-investigation)

Other Requirements:

  • Some travel is required

Compensation

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications.

Location Based Pay Ranges

$129080 - $172100 in these states: VA.

As with the pay range variety that's based on the region of a country, specific offers are determined by various factors such as experience, education, skills, certifications and other business needs.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
