Special Investigators (covert) in the Criminal Investigations Section (CIS) in FWP’s Enforcement Division can be of limited duration and highly dependent on covert status, continued productivity, and personal safety. The successful applicant will assume duties with CIS, which is based in Helena, MT and may require transitioning to a field warden position or higher-level position via promotion upon completion of service with CIS. An assignment to another location outside of the Helena vicinity for a long-term investigation may necessitate a temporary relocation as determined by the CIS Supervisor. Covert investigations can differ greatly from traditional law enforcement work. The very nature of covert work involves certain demands on an investigator’s professional and personal life. Working successfully in a covert capacity can be challenging. A successful candidate that is not currently a Montana Game Warden must satisfy Warden employment regulations as described in Montana Fish, Wildlife & Parks Warden Employment Regulations and current bargaining agreement during this selection process. Selection procedures used to evaluate an applicant's qualifications may include an evaluation of the requested application materials, performance assessment, and structured oral interviews, including reference/background checks. Applicants may be required to complete a physical fitness assessment, psychological examination, and medical physical during the hiring process. Physical and Environmental Demands: Special Investigators must be in excellent physical and mental health condition. Tasks may involve physically hunting, fishing, and trapping and handling harvested game animals, fish and furbearers. Special Investigators must be able to participate in the following but not limited to hiking/backpacking; horseback riding/handling livestock; loading and unloading rafts/boats, snowmobiles, and OHV’s; physical labor in deep snow and adverse weather conditions. Physical demands require physical strength, stamina and/or force. A Special Investigator must deal with all types of personalities and stress levels. Incumbent will travel in-state and out-of-state, often involving driving long distances, possibly in inclement weather, and multiple overnight stays may be expected. Incumbent may experience the pressure of ensuring the division resources are applied appropriately in the most cost effective and productive manner in an effort to reasonably satisfy the demands on the division by the department, legislature, judicial system and law enforcement agencies with a wide diversity of expectations. Incumbent is expected to participate in field activities, when possible, to stay competent in skills and maintain rapport with enforcement field staff. The duties may involve law enforcement activity that could include working long hours alone and without back-up or assistance in remote locations, under any type of environmental conditions including inclement weather and harsh terrain; direct contact with wildlife and criminals, some of whom may have violent tendencies and be under the influence of drugs/alcohol; potential of having to use force on a suspect in fulfillment of duties. This greatly increases the possibility of serious injury with the possibility of direct, violent acts against the officer, or indirect, delayed vengeful acts against the officer or his/her family or property. Job Duties: * Conducts investigations of commercial and serious wildlife violations and natural resource violations. Investigations consist primarily of covert methods. Works with and assists other law enforcement personnel in matters other than wildlife violations, such as livestock, narcotics, thefts, assaults, or other crimes. Works with and assists federal and other state wildlife agents on interstate wildlife violations. Documents evidence, writes reports, and testifies in court. Working hours and days off are irregular with the potential for long-term assignments at the discretion of management. *Competencies: Thorough knowledge of Montana Codes Annotated (MCA) dealing with crimes violating Montana Fish, Wildlife & Parks laws & regulations & MCA Title 45 crimes. Thorough knowledge of MCA dealing with criminal procedure. Thorough knowledge of MCA dealing with rules of evidence. Considerable knowledge of applicable Federal Criminal Code. Extensive knowledge concerning developing, conducting & presenting complex long-term conspiracy type cases. Extensive knowledge in conducting covert/undercover investigations. Considerable knowledge handling/controlling/accounting for significant amounts of money. Thorough knowledge of MCA regarding seizures related to contraband including controlled substances & illegally killed wildlife. Thorough knowledge of MCA regarding criminal justice information & privacy regulations. Extensive knowledge of electronic equipment necessary to conduct covert/undercover investigations. Tremendous ability to remain calm in stressful or dangerous situations. Tremendous capacity for making correct, legal & appropriate decisions in high stress or dangerous situations. Extensive knowledge of the identification of various wildlife of Montana and outside of Montana. Education/Experience: The knowledge, skills, and abilities of this position are attained through a bachelor’s degree in Fish, and Wildlife, Park Management, Conservation Law Enforcement, Outdoor Recreation, Criminal Justice or a closely related field from an accredited university and a minimum of five years of progressively responsible tasks and assignments in conservation law enforcement, natural resource management, education and law enforcement. Three (3) years of law enforcement experience handling a variety of relevant investigations. Other education and training that would be preferable: additional law enforcement training and schooling or numerous specialized courses (covert investigations, homicide investigations, narcotics investigations, firearms, crime scene processing, specialized equipment use, management, wildlife identification, etc.). Must have obtained certification through Montana Peace Officers Standards and Training or meet an equivalency test for these standards within one (1) year of appointment.
