In this role, you will be responsible for gathering and assessing departmental data related to work methods, procedures, practices, organizational structures, and outcomes to derive insights and provide recommendations that aim to improve productivity and cost-effectiveness. Serving as the Program Manager and lead analyst for the BOI Survey Center, you will engage with employees at all levels of PennDOT management and administration, including Deputy Secretaries, District Executives, Bureau Directors, and other Executive Staff, to cultivate strong working relationships. Additionally, you will conduct research studies and surveys focused on managerial functions, leveraging both internal and external data sources. This will involve collecting background information and evaluating work methods, procedures, practices, and organizational structures to enhance productivity. You will apply statistical techniques to analyze the data, draw conclusions, and suggest changes to procedures, structures, and processes for management consideration. Furthermore, you will prepare detailed written reports and deliver oral presentations that outline your findings, supported by rigorous statistical analysis. As the overseer of the Bureau of Innovations' Survey Center, you will manage the survey master schedule, coordinate assignments, and handle reporting. You will serve as the main point of contact for survey service users, develop service agreements for BOI surveys as needed, provide guidance on survey design, and monitor ongoing surveys while managing data, conducting analyses, and reporting results as required.

Work Schedule and Additional Information:

Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements:

One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or An equivalent combination of experience and training.
