Leidos DOT Portfolio Director in Gaithersburg, Maryland

Leidos is seeking a DOT Portfolio Director to manage the Surface Transportation Solutions/Research portfolio within the Transportation Solutions (TS) operation. The DOT group holds a critical portfolio of FHWA IDIQ Programs and State and Local Transportation Programs. This individual will be the primary point for the DOT group and will work directly with Project Managers, customers, and senior government officials in the Department of Transportation Federal Highway Administration (FHWA) and State and local DOTs.

The selected individual will be responsible for all aspects of Portfolio Management, Team leadership, Control Account Management, P&L metrics, On-Contract Growth and working with Business Development on the expansion of the DOT portfolio.

This position is in support of Department of Transportation programs with the Federal Highway Administration. There are multiple current programs including: Saxton Transportation Operations Laboratory, Operations, Safety, Safety R&D, and Asset management. Role is also responsible for identifying and pursuing new customer contract growth opportunities. All employees must be able to pass a background investigation. Employee will contribute directly to the growth of the portfolio, and will play a key role in planning, staffing, and managing new business pursuits.

Roles and Responsibilities:

  • Projecting and delivering the annual operating plan for the portfolio

  • Preparing presentations and metrics material for portfolio status reporting

  • Ensure areas of program management, finance, budgeting, financial planning, risk management and management reporting are being performed for all projects to Leidos standards

  • Participate in project reviews, operational meetings, & briefings

  • The candidate is required to interface verbally and in writing with technical and non-technical staff as well as the customer.

  • Influences development of solutions that impact strategic project/program/financial goals and business results.

  • Recommends and implements new solutions, processes, policies, standards in support of functions strategy and operations.

  • Provide direct leadership and guidance to portfolio program/project managers.

  • Manages, tracks and sets strategy for use of Marketing and Bid & Proposal yearly funds

  • Ensure the tasks of planning, preparing and delivering proposals aligns with the Leidos win plan including incorporation of lessons learned from previous submissions.

  • Ensure solid lines of communication and coordination are established and maintained with the customer and technical teams throughout the lifecycle of projects

  • Recommend and implement new solutions, processes, policies and standards and assist in solving problems that are complex and typically impact multiple area or disciplines.

  • Interface with task and functional leaders, subcontractors, and support personnel and influence development of solutions and processes that impact strategic goals and business results.

Qualifications

  • Typically requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience with US Government programs/projects over $10M per year. Generally has 7+ years of experience supervising or leading teams or projects.

  • US citizenship is required.

  • Requires deep management and leadership knowledge to lead cross-family teams/project

  • Ability to establish business rhythms, communications, and a working relationship with the customers

  • Preparing presentations and metrics material for program/project status reporting

  • Risk management and analysis, management reporting and data maintenance

  • Strong analytical and problem-solving skills, with the ability to work independently as well as collaboratively in a team environment

  • Possess strong written and verbal communication skills

  • Be able to manage multiple projects at the same time

  • Ability to learn new tasks quickly and complete multiple assignments in a timely manner

  • Attention to detail with strong documentation skills

  • Demonstrated experience working effectively with teams in a dynamic and geographically dispersed environment

  • Demonstrated strong stakeholder engagement skills

  • Experience leading and managing transportation projects with the DOT/FHWA, FMCSA, State/local DoTs

  • Experience with a variety of transportation project types, including research, policy development, technical/IT implementation, roadside/civil engineering

  • Familiarity with government budgeting approaches for transportation projects

Desired skills

  • Portfolio management experience managing multiple IDIQ programs. PMP or equivalent certification is a plus.

  • Interest in government contracting, research and portfolio growth

  • Experience with Leidos financial processes and procedures a definite plus

  • Ability to quickly comprehend processes and learn systems and tools

  • Ability to delegate appropriately and maintain oversight through completion

  • Ability to influence others to understand and accept new concepts, practices, or approaches.

  • Ability to be accountable and professional while maintaining effective interpersonal (written, verbal and presentation) skills while managing multiple priorities and tasks

  • Experience with change management, strategic planning, driving innovation

  • Knowledge of data collection and analytical assessment

Pay Range:

Pay Range $144,300.00 - $260,850.00
