Responsibilities Serves as a budget analyst for the 249th Engineer Battalion in a wide range of areas such as programming, budgeting, accounting and financial analysis. Conducts analyses, reviews, and special studies of budget and/or related information. Manages all budgetary aspects of a national program, including ability to prioritize multiple tasks and deliverables to accomplish the mission, program objectives, and meet management expectations. Provides effective communication to senior leaders, a broad range of technical and non-technical staff and partners in other organizations. Accesses CEFMS to facilitate reports and tracking obligations and expenditures. GS-11 Specialized Experience: One year of specialized experience which includes: 1) Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned programs into a consolidated budget request; 2) Develops background data, information, and documentation to support national dam and levee safety budgets, including research, data compilation and summarization of relevant budgetary data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted.
