Fairfax County’s Solid Waste Management Program (SWMP) seeks a manager who is highly motivated, brings enthusiasm, and has direct sustainability or solid waste expertise. Leads agency sustainability projects and outreach and engagement programming. This position is an industry leader in sustainability, zero waste, and oversees SWMP Sustainability staff. Serves as the department point of contact for outreach and sustainability issues, represents the SWMP on County teams and serves as the agency’s lead on zero waste, sustainability, and outreach.
Develops and manages sustainability, zero waste, and outreach programs for SWMP. Leads sustainability projects and programs within the community. Oversees training and education opportunities for compliance with county, state, and federal law regulations including but not limited to sustainability, engagement, recycling, composting, and etc. Maintains statistical and budgetary records pertaining to the agency's outreach and sustainability programs. Engages in community, both commercial and residential, outreach and develops solid waste outreach guidelines, style guides, and copy. Aids in developing and maintaining SWMP’s social media presence and coordinates with Department of Public Works and Environmental Services (DPWES) Public Information Officer for distribution and messaging. DPWES provides solid waste collection services for approximately 45,000 homes, operates a 3,000 ton per day transfer station, host and oversight of one of the largest waste-to-energy facilities in north America, operates and maintains two landfill methane recovery systems, regulates solid waste services, provides education and outreach to the community, and leads sustainability initiatives to promote zero waste goals for Fairfax County. SWMP is a national and state recognized program having received accreditation from the American Public Works Association and awards from the Virginia Environmental Excellence Program. The foundation of this success is SWMP’s diverse and growing work force of approximately 350 employees all working to the singular goal of the environmentally responsible and cost-effective disposal of waste to keep Fairfax County clean, healthy, and sustainable.

Illustrative Duties

Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;
Manages a group of professionals engaged in diverse administrative and management support activities;
Establishes and implements program policies, develop and manages the budget for designated programs;
Ensures County programs reach the intended populations and targeted benefactors;
Directs research and evaluation of trends in applicable areas of responsibility;
Develops long- and short-term goals, objectives and solutions for division;
Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;
Provides consultation on strategic planning, organizational development and redesign projects;
Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.
Required Knowledge Skills and Abilities

Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program to which incumbent is assigned;
Extensive knowledge of the principles, practices, and techniques relating to the functional area of business operation;
Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;
Knowledge of the legislative and executive decision making processes;
Knowledge of the project management life cycle and its supporting phases;
Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;
Ability to identify and determine appropriate methods for gathering data;
Ability to make oral presentations to department management, other departments, or the public;
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, driving record, and credit check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Five or more years of experience in Zero Waste or Environmental Sustainability Program Management.
Five years of experience collecting/analyzing data and reporting on statistics.
Five years of supervisory experience.
Five year experience in policy updates and development, budgets, and project management.
PHYSICAL REQUIREMENTS:
Ability to input, access and retrieve information from a computer. Ability to lift 25 lbs. without assistance and over 25 lbs. with or without assistance. Ability to perform field investigation on site infrastructure, construction, and other solid waste program improvement type projects. Ability to perform repetitive hand, arm, wrist and shoulder movements. Ability to sit, stand, walk, bend, crouch, stoop, reach, lift and possess manual dexterity. Ability to use all applicable personal protective equipment in an outdoor environment including hardhat, eye protection, hearing protection, safety footwear, and other applicable equipment. Ability to work in adverse weather conditions and temperatures. Mobility needed to be able to perform all duties. Must be able to operate a motor vehicle. All duties performed with or without reasonable accommodations.
