DESCRIPTION OF WORK
In this role, you will have the opportunity to interact closely with private companies, private development corporations, small businesses, and the general public. This will involve conducting reviews and maintaining close contact with these stakeholders during the preliminary stage of projects. Your main responsibility will be to assist the Permit Project Engineer in collecting information about the existing conditions of roadways for documentation purposes. This will primarily be focused on extensive Highway Occupancy Permit Projects, such as sewer projects or water main installations.
Another important aspect of your role will be to conduct research on existing Highway Occupancy Permits to determine if the current conditions align with the conditions specified in the permit. This will require attention to detail and the ability to analyze and compare data. As part of your duties, you will report to and coordinate all activities through the Assistant Permits Engineer. This individual will be your main point of contact and will provide guidance and support throughout your work. You will be responsible for overseeing all permit activity within a specific geographic area. This includes conducting field views of all permit applications within your assigned area before approving them and ensuring compliance with the issued permit. Any applications that require further review will be forwarded to the Assistant Permits Engineer.
Additionally, you will be required to meet with permit applicants as needed to assist them in the application process. You may also be assigned to attend other field views and meetings as directed by the Assistant Permits Engineer. It will be your responsibility to report any instances where field conditions do not comply with permit regulations to the Assistant Permits Engineer. In such cases, you may need to issue citations or letters of warning to permit offenders as required. Finally, you will be expected to maintain all necessary records and files, prepare regular and special reports, and perform any other duties as required. This will require strong organizational skills and attention to detail.

Work Schedule and Additional Information:
Full-time employment, 37.5-hour work week Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch. Vendor-controlled position; flex schedule. Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as an Engineering Technician (commonwealth title); or Two years as a Transportation Technician or Construction Cost Technician 1 (commonwealth titles); or Three years of experience in highway or bridge surveying, design, construction, or inspection work; or Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or One year of construction inspection experience, and an associate degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or An equivalent combination of experience and training.
Special Requirement: This position requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent. Other Requirements: You must meet the PA residency requirement.
